Criteria for evaluating and recognizing "Learning Communities" at district level level 1
- Criterion 1: Leadership and direction of the Party committee and district authorities
+ Target 1: Perform well the propaganda work to raise awareness for the community about lifelong learning, building a learning society;
+ Criteria 2: Promulgate according to its authority, programs, plans, and documents directing and guiding the implementation of the work of building a learning society and organizing the full and timely implementation of programs and plans;
+ Target 3: Develop plans and implement specific activities to organize the Lifelong Learning Response Week and report according to regulations.
- Criterion 2: Mobilize resources and create a favorable environment to build a learning society in the locality
+ Target 1: Arrange sufficient funding from the annual state budget according to the provisions of the law on the state budget to build a learning society;
+ Target 2: Implement advocacy activities and mobilize social resources to participate in building a learning society in the locality according to the policy of socialization and achieve positive results;
+ Target 3: Fully implement policies promoting lifelong learning and building a learning society issued by the central and provincial governments;
+ Target 4: District-level units are equipped with digital services and tools for members of the unit to carry out digital transformation in work and study.
- Criterion 3: Performance of educational institutions evaluated and recognized at the district level, district-level public libraries, and district-level cultural and sports centers
+ Target 1: Educational institutions evaluate and recognize at the district level the implementation of management, teaching, and learning activities in the digital environment;
+ Target 2: District-level public libraries provide services for lifelong learning for library users and apply information technology and digital transformation in managing and organizing activities to serve lifelong learning for library users;
+ Target 3: District-level cultural and sports centers have many cultural and sports activities connected with communes.
- Criterion 4: Effects of Building a "Learning Community" at the District Level
+ Target 1: At least 90% of communes are recognized as achieving level 1 commune-level "Learning Community" as prescribed in Point a, Clause 1, Article 8 of this Circular;
+ Indicator 2: The district's average income per capita increased compared to the previous year;
+ Indicator 3: The rate of employed workers in the district increased compared to the previous year.

- Criterion 1: Leadership and direction of the Party Committee and commune-level authorities
The content of the criteria is the same as the content of criterion 1 to evaluate and recognize the district-level "Learning Community" level 1.
- Criterion 2: Mobilize resources and create a favorable environment to build a learning society in the locality
The content of the criteria is the same as the content of criterion 2 to evaluate and recognize the district-level "Learning Community" level 2.
- Criterion 3: Performance of educational institutions evaluated and recognized at the district level, district-level public libraries, and district-level cultural and sports centers
The content of the criteria is the same as the content of criterion 3 to evaluate and recognize the district-level "Learning Community" level 3.
- Criterion 4: Effects of Building a "Learning Community" at the District Level
+ Target 1: At least 90% of communes are recognized as achieving "Learning Community" level 2 at commune level according to the provisions of Point b, Clause 2, Article 8 of Circular 25/2023/TT-BGDDT;
+ Indicator 2: The district's average income per capita increased compared to the previous year;
+ Indicator 3: The rate of employed workers in the district increased compared to the previous year.

Circular 25/2023/TT-BGDDT takes effect on February 12, 2024.
