Vietnam: Providing late relief can result in a fine of up to VND 10 million

This is the content newly supplemented in Decree No. 104/2017/NĐ-CP of Vietnam’s Government on penalties for administrative violations against regulations on disaster preparedness, operation and protection of hydraulic structures and flood control systems.

According to Decree No. 104/2017/NĐ-CP of Vietnam’s Government, individuals who do not perform timely relief tasks due to natural disasters will be fined from VND 5 to VND 10 million. If this act is incurred by an organization, the fine will be doubled.

The above fines also apply to individuals who commit the following violations:

- Misusing or causing loss of relief or improperly providing relief.

Moreover, the violator shall also be enforced transfer of money or goods or an amount of money equivalent to the value of goods.

- Failure to give aid or provide information for rescue forces to search for and give aid to persons or boats, ships or vessels that face perils at sea, river, stream or lake (current fine is from VND 3 to VND 5 million).
