To urgently complete the Prime Minister's Directive on ensuring electricity supply in Vietnam before June 15, 2023 is the notable point specified in Official Telegram 517/CD-TTg dated June 6, 2023 on the implementation of solutions to ensure electricity supply in the dry season in 2023 and in the future promulgated by the Prime Minister.
According to Official Telegram 517/CD-TTg, in the face of the current difficult situation of electricity supply, the Prime Minister of Vietnam requested the Ministry of Industry and Trade to implement the following contents:
- Urgently complete the Prime Minister's Directive on ensuring electricity supply, coal supply, and gas supply for power production in the near future under the direction of the Prime Minister in Official Letter 8230/VPCP-CN dated December 7, 2022, to report to the Prime Minister before June 15, 2023.
- Review and carefully evaluate the current situation of electricity supply, especially emerging factors affecting the assurance of electricity supply, to enhance the effectiveness and efficiency of state management, urgently guide EVN to develop proactive scenarios to promptly respond to difficulties in power supply, and organize implementation according to regulations. Complete this by June 10, 2023.
- Urgently complete the Prime Minister's Directive on Enhancing Electricity Saving in the Period of 2023–2025 and the Following Years, under the direction of Deputy Prime Minister Tran Hong Ha; in which, focusing on practical and effective solutions in the current difficult period of electricity supply, it is submitted to the Prime Minister for signing and promulgation before June 8, 2023.
- Study and guide the final handling according to its competence for wind power and solar power projects that have been constructed but fail to meet the deadline for application of the FIT pricing mechanism (which has expired);
Urgently guide the negotiation of electricity prices in the spirit of "harmonious benefits, shared risks" for wind power and solar power projects mentioned above according to regulations, completed in 6/2023.
- Review the provisions of the law on electricity for guidance on investment in the transmission grid according to the approved electricity development planning, in which to promote investment in the form of public-private partnership in the construction process, and submit to the Prime Minister for promulgation the Implementation Plan of the Electricity Master Plan VIII.
- Urgently adjust the management and direction of the National Load Dispatch Center to the Ministry of Industry and Trade according to the regulations of the Party and State in June 2023 and study and implement appropriate and effective policies. .
