On February 01, 2025, the Minister of Industry and Trade issued Circular 04/2025/TT-BCT prescribing the sequence of suspension, reduction in electricity supply.

According to Article 15 of Circular 04/2025/TT-BCT, the Ministry of Industry and Trade has stipulated the reporting policies of the Vietnam Electricity Group in the event of suspension, reduction of electricity supply due to source shortages as follows:

(1) Weekly Report: Before 4:00 PM on Friday of week W, the Vietnam Electricity Group is responsible for reporting to the Ministry of Industry and Trade on the national electricity supply and demand reduction situation from Friday of week W-1 to Thursday of week W, including the following contents:

- Electricity production, available capacity of the system, and electricity production, capacity allocated to the power corporations during the week;

- Maximum capacity, daily electricity production, and total electricity production executed by the whole system and by each power corporation during the week.

The weekly report of the Vietnam Electricity Group is prepared according to the weekly report form on electricity supply and demand reduction situation prescribed in Appendix VI issued with Circular 04/2025/TT-BCT.

(2) Monthly Report: Before the 10th of each month, the Vietnam Electricity Group must report to the Ministry of Industry and Trade about the electricity supply situation of the previous month, covering the following contents:

- Electricity production, available capacity of the system, and electricity production, capacity allocated to the power corporations each week in the month;

- Maximum capacity, weekly electricity production, and total electricity production executed by the system and by each power corporation in the month;

- Estimation of electricity production, maximum capacity reduced for each power corporation and for the entire system each week in the month;

- Analysis and clarification of reasons in case the actual electricity production of the entire system differs from the approved monthly and annual operation plan by 5% or more.

The monthly report of the Vietnam Electricity Group is executed according to the monthly report form on the situation of electricity supply and demand reduction prescribed in Appendix VI issued with Circular 04/2025/TT-BCT.

Regulations on notification of suspension, reduction of electricity supply in Vietnam

The notification of suspension, reduction of electricity supply is conducted as stipulated in Article 3 of Circular 04/2025/TT-BCT as follows:

- In all cases of suspension, reduction of electricity supply, the electricity seller must notify the electricity buyer in advance, except for the cases specified in Article 6 of Circular 04/2025/TT-BCT.

- The contents of the suspension, reduction notice include:

+ Location of suspension, reduction of electricity supply; reduced capacity level or maximum supply capacity in case of reduction;

+ Reason for suspension, reduction of electricity supply;

+ Start time of suspension, reduction of electricity supply;

+ Estimated time of re-energizing or ensuring normal electricity supply level.

- The person representing the electricity seller signing the suspension, reduction notice must be one of the following individuals:

+ Legal representative or duly authorized representative of the electricity seller;

+ Individual holding a designated title authorized to sign the notice of suspension, reduction of electricity supply as agreed by both parties in the electricity sale contract.

- The notification of suspension, reduction of electricity supply is implemented in a manner agreed upon by both parties and recorded in the electricity sale contract.
