On February 1, 2025, the Minister of Industry and Trade of Vietnam issued Circular 04/2025/TT-BCT stipulating the procedures for suspending or reducing the electricity supply.
The procedures for suspension or reduction of electricity supply for maintenance, repair, or other planned needs in Vietnam are stipulated as follows:
- In cases where there is a need for suspension or reduction of electricity supply due to maintenance, repair, or other planned needs, the electricity seller must notify the electricity buyer at least 5 days before the suspension or reduction of electricity supply, using specific forms as follows:
+ Send a written notice or a notice in another form agreed upon in the electricity purchase contract to customers with an average electricity purchase of over 100,000 kWh/month;
+ Announce continuously for 3 days through mass media or other forms agreed upon in the electricity purchase contract for the remaining customers, ensuring the first announcement occurs at least 5 days before the suspension or reduction of electricity supply.
- After notifying about the suspension or reduction of electricity supply, the electricity seller is responsible for proceeding with the suspension or reduction according to the announced content. If the suspension or reduction is not carried out as announced, the electricity seller must re-notify the electricity buyer at least 24 hours before the notified suspension or reduction time.
- In the case where the electricity buyer requests a change in the announced suspension or reduction time, they must communicate with the electricity seller at least 48 hours before the notified suspension or reduction time. The electricity seller is responsible for considering and addressing the request of the electricity buyer. Specifically:
+ If the suspension or reduction cannot be changed, the electricity seller may continue with the suspension or reduction according to the plan but must re-notify the electricity buyer and clearly state the reason at least 24 hours before the announced suspension or reduction time;
+ If the change in suspension or reduction time is accepted, the electricity seller must notify the electricity buyer at least 24 hours before the newly agreed suspension or reduction time.
- After proceeding with the suspension or reduction of electricity supply, the electricity seller must fully record the time, content, and sequence of operations for suspension or reduction in the work log or operation log.
- The electricity seller must restore electricity supply according to the previously announced schedule. If the electricity restoration time is delayed by 1 hour or more compared to the announced schedule, the electricity seller must inform customers with an average electricity purchase of over 100,000 kWh/month about the restoration time via phone or another notification form agreed upon in the electricity purchase contract.
