On September 21, 2023, the Government issued Resolution 149/NQ-CP promulgating the Government's Action Program for implementation Directive 23-CT/TW on strengthening the Party's leadership in ensuring traffic order and safety in the new situation in Vietnam.
Specifically, to perfect the legal policy of decentralization and decentralization of power in road transport and training, testing, and issuance of driver's licenses, the Government has requested the Ministry of Transport implement the following contents:
- Develop a Decree amending and supplementing Decree 10/2020/ND-CP in the direction of thoroughly decentralizing and decentralizing the management of the list of inter-provincial fixed routes to Departments of Transport;
- Review, amend, and supplement legal documents to clearly define the responsibilities of agencies under the Ministry of Transport (Vietnam Road Department) with Departments of Transport and other agencies and units in building, operating, exploiting, and using data from the transport business management system.
- Develop a Decree amending and supplementing Decree 65/2016/ND-CP to decentralize the Departments of Transport to decide on all driving training and testing, procedures related to this service, and procedures for approval of testing centers.
In addition, it also performs some tasks, as follows:
- Preside over finalizing the draft Road Law for the Government to submit to the National Assembly at the 6th session, 15th session, and pass it at the 7th Session;
- Review and research to complete legal policies to continue decentralizing and decentralizing power so that the Provincial People's Committee can decide on traffic organization for expressways invested in, built, and managed by them;
+ Amend and supplement regulations on granting licenses for overloaded vehicles, oversized vehicles, and tracked vehicles on roads, which specifically stipulate the responsibilities of vehicle owners, drivers, licensing agencies, and road management agencies in announcing load loads and road limits, providing information to serve licensing, and ensuring traffic order and safety when participating in traffic after being licensed;
