To build a database for external information work in border areas in Vietnam

Guidelines on building a database for external information work in border areas in Vietnam are as follows:

(1) Content of implementation:

- Developing software and a centralized and unified external information database to serve the work of information, propaganda, and external information in ethnic minority areas in border areas and the state management of external information;

- Storing and providing information data to the Departments of Information and Communications, People's Committees of border districts, border guard posts throughout the border, district-level police, and commune-level police to serve external information work in border areas;

- Maintaining, operating, and updating the database system in service of external information work in border areas;

- Hiring information technology services to perform tasks;

- Monitoring and supervising the exploitation and use of the database.

(2) Implementation organization:

- Ministry of Information and Communications of Vietnam:

+ Assuming the prime responsibility for, and coordinating with central and local agencies in, building, receiving, selecting, translating, and digitizing documents and materials and putting them in the database.

+ Managing, operating, and ensuring information security for the database system; providing data for external information activities in ethnic minority areas and mountainous border areas.

- The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Ministry of National Defense, the Ministry of Public Security, and localities in, building and providing a database for external information work in ethnic minority areas and mountainous areas in border areas for agencies according to the tasks specified at Point b, Clause 1, Article 6 of Circular 03/2023/TT-BTTTT.

Circular 03/2023/TT-BTTTT takes effect from May 30, 2023.
