On December 31, 2024, the Minister of Transport issued Circular 64/2024/TT-BGTVT which stipulates the content and curriculum for training mariners and operators of inland waterway vehicles.
Appendix I issued with Circular 64/2024/TT-BGTVT stipulates the content and training program for sailor certificates:
According to above Circular, the training objectives aim to equip trainees with knowledge and skills about:
(1) Basic safety, professional ethics, and environmental protection.
(2) Legal regulations on inland waterway traffic.
(3) Inland waterways in the region; regulations on the preservation and handling of goods, passenger transportation, ensuring safety for goods and passengers during transit.
(4) Principles of controlling waterway vehicles; basic knowledge of maintaining and servicing equipment on deck.
(5) Mastering various knots and splices, and effectively performing rope handling maneuvers on vehicles.
(6) Proficiency in using firefighting equipment, leak repairs, lifesaving devices; tools for rust removal, and painting on vehicles.
(7) Proficiency in measuring water, buffer against collisions, monitoring; ability to control vehicles in easy navigational lanes under the supervision of the captain and chief officer.
- The sailor certificate training format is as follows:
+ Theory: apply direct or online training; organize online training for appropriate contents if equipped with an online training management system, with online learning hours not exceeding 30% of the total program duration;
+ Practice: apply direct training; organize practical training on training vehicles for learners.
- End-of-subject, module examinations:
+ Content, format, and timing of examinations are determined by the head of the training institution;
+ Conditions for participating in the end-of-course examination: the student's final score of subjects, modules is at least 5.0 on a scale of 10; actual learning time is at least 80% of the total stipulated time for each subject, module.
- End-of-course examination:
Based on the results of end-of-subject, module examinations, students are eligible to take the end-of-course examination to be awarded the sailor’s certificate, including the following contents:

- Time and distribution of the course duration is as follows:
+ Number of subjects, training modules: 07.
+ Course duration: 245 hours, including:
++ Theory and practice: 213 hours;
++ Subject, module end-examinations: 17 hours;
++ Review, end-of-course examination: 15 hours.
