On December 30, 2024, the Minister of Information and Communications of Vietnam issued Circular 17/2024/TT-BTTTT guiding the Law on Emulation and Commendation 2022 in the Information and Communications sector.

Standards for awarding Certificates of Merit by the Ministry of Information and Communications of Vietnam from February 15, 2025

The standards for awarding certificates of merit from the Ministry of Information and Communications are stipulated in Article 7 of Circular 17/2024/TT-BTTTT as follows:

- For the "Certificate of Merit from the Minister of Information and Communications" for merits according to achievements:

+ Awarded or posthumously awarded to individuals within agencies, units, and enterprises under the Ministry who exemplary comply well with the policies of the Communist Party, the laws of the State, have twice consecutively been awarded the title of "Grassroots Emulation Fighter" or have been continuously recognized for over 02 years for outstanding task completion, during which they have 02 initiatives recognized and effectively applied within the institution or have 02 scientific subjects, scientific projects, scientific and technological works accepted and effectively applied within the institution.

+ Awarded to collective agencies, units, enterprises under the Ministry; departments, divisions, and equivalents directly under agencies, units, enterprises under the Ministry that have completed tasks exceptionally for 02 consecutive years, maintain internal unity, comply well with the policies of the Communist Party, State laws, grassroots democratic regulations, organize emulation movements well; care for the material and spiritual life within the collective; practice thrift, fight wastefulness; fully implement policies concerning all members within the collective.

- For the "Certificate of Merit from the Minister of Information and Communications" for achievements in annual regular emulation movements, thematic movements initiated by the Ministry: Awarded at the summary of annual regular emulation movements, thematic movements. The Ministry of Information and Communications shall award Certificates of Merit to collectives and individuals with outstanding and exemplary achievements in the emulation movement. Regarding the subjects, number of Certificates of Merit, and standards for awarding, the Ministry of Information and Communications will have specific regulations for each emulation movement.

- For the "Certificate of Merit from the Minister of Information and Communications" awarded or posthumously awarded to exemplary workers, employees who comply well with the policies of the Communist Party, the laws of the State, who have achieved many accomplishments in labor and production, with an influential scope within agencies, units, organizations, enterprises in the Information and Communications sector.

- For the "Certificate of Merit from the Minister of Information and Communications" awarded to collective and individual exemplary in complying well with the policies of the Communist Party, the laws of the State, with outstanding achievements: Awarded to collective and individual who achieve high awards at national and international competitions, festivals, exhibitions in the field of state management of the Ministry of Information and Communications; have initiatives, inventions, innovations, applications of scientific and technological advances bringing high efficiency, or collective and individual who have achieved outstanding accomplishments with a large influence and exemplary effect in the Information and Communications sector.

- For the "Certificate of Merit from the Minister of Information and Communications" for achievements with long-term contributions to the construction and development career of the Ministry and the Information and Communications sector, awarded to collectives on the occasion of commemorating the traditional day of agencies and units in full and five-year anniversary years.

- For the "Certificate of Merit from the Minister of Information and Communications" awarded to collectives and individuals who are Vietnamese abroad and foreign individuals and collectives for their contributions to the development of the Ministry and the Information and Communications sector.

- Other cases as considered and decided by the Minister of Information and Communications under authority.
