Criteria for awarding the Commemorative Medal for the Information and Communications Sector of the Ministry of Information and Communications of Vietnam from February 15, 2025​ (Image from Internet)

On December 30, 2024, the Minister of Information and Communications of Vietnam issued Circular 17/2024/TT-BTTTT guiding the Law on Emulation and Commendation 2022 in the field of Information and Communications.

Criteria for awarding the Commemorative Medal for the Information and Communications Sector of the Ministry of Information and Communications of Vietnam from February 15, 2025

According to the provisions in Clause 3, Article 9 of Circular 17/2024/TT-BTTTT, the criteria for awarding the Commemorative Medal for the Cause of Information and Communications by the Ministry of Information and Communications include:

(1) For Individuals within the Sector:

General criteria: Must complete assigned tasks; have good moral qualities; and lead a healthy lifestyle.

Tenure within the Sector must be a total of 20 years or more (for men), and 15 years or more (for women); any odd time from 6 months or more is rounded up to one year. Tenure within the Sector includes time served at agencies, units, organizations, and enterprises within the Sector, being assigned military service, studying, or performing other tasks as required, and subsequently returning to work at agencies, units, enterprises within the Sector; any period under disciplinary action shall not be counted to the tenure within the Sector when considering for awarding.

Cases considered for special exemptions (without considering the time worked in the Sector):

- Minister, Deputy Minister of Information and Communications; Editor-in-Chief and Deputy Editor-in-Chief of Nhan Dan Newspaper;

- Editor-in-Chief and Deputy Editor-in-Chief of the Communist Review; General Director and Deputy General Director of Vietnam News Agency;

- General Director, Deputy General Director of Vietnam Television;

- General Director, Deputy General Director of Voice of Vietnam;

- President of Vietnam Journalists Association; Director of National Political Publishing House;

- Secretary of the Communist Party Personnel Committee, Chairman of the Board of Directors of Groups and Special State Corporations established by decision of the Prime Minister of the Government of Vietnam;

- Labor Hero, Hero of the People's Armed Forces, People's Teacher, Distinguished Teacher, People's Doctor, Distinguished Doctor, National Emulation Fighter;

- Having scientific research projects contributing to the field of Information and Communications that have received the State Prize, Ho Chi Minh Prize;

- Awarded Labour Order, Order of Merit of all classes;

- Having particularly outstanding achievements granted award by the Minister.

Cases where the tenure may be reduced: Director General, Department Head and equivalent; Member of the Board of Directors, General Director of Groups and Special State Corporations established by decision of the Prime Minister of the Government of Vietnam, the tenure in the position is multiplied by a coefficient of 03 to calculate the time served in the Sector; Deputy Director General, Deputy Department Head, and equivalent; Provincial or equivalent Director; Deputy General Director of Groups and Special State Corporations established by decision of the Prime Minister of the Government of Vietnam, the tenure in the position is multiplied by a coefficient of 02 to calculate the time served in the Sector; Awarded the title of Grassroots Emulation Fighter, awarded a Commendation from the Minister and equivalent, being an excellent school teacher or working in agencies, units, organizations, enterprises in the Sector in high mountain, island, border areas, the years in these posts are multiplied by a coefficient of 1.5 to calculate the time served in the Sector; Undertaking heavy, hazardous, or dangerous occupations, jobs in work conditions from category IV upwards, the service years are multiplied by a coefficient of 1.2 to calculate the tenure within the Sector.

(2) For Individuals outside the Sector:

Communist Party and State leaders who contributed to the leadership, direction in building and developing the field of Information and Communications; Leaders of Ministries, Departments, Central agencies, unions from Deputy Department level and equivalent upwards, directly leading, directing contributions to building and developing the field of Information and Communications; Local government leaders from Deputy Chairman of District or equivalent level upwards, directly leading, directing contributions to building and developing the field of Information and Communications; Vietnamese citizens, foreigners contributing to building and consolidating cooperation relations between countries, international organizations; contributing funds, efforts, science and technology, initiatives, solutions contributing to building and developing the field of Information and Communications.
