New standards for awarding the Advanced Worker title in the information and communications sector in Vietnam from February 15, 2025

On December 30, 2024, the Minister of Information and Communications of Vietnam issued Circular 17/2024/TT-BTTTT guiding the Law on Emulation and Commendation 2022 in the information and Communications sector.

New standards for awarding the Advanced Worker title in the information and communications sector in Vietnam from February 15, 2025

The subjects and criteria for awarding the title of Advanced Worker in the Information and Communication sector in Vietnam are stipulated in Article 3 of Circular 17/2024/TT-BTTTT as follows:

- The title "Advanced Worker" is awarded annually to individuals within agencies, units, and enterprises under the Ministry who meet the criteria as prescribed in Clause 1, Article 24 of the Law on Emulation and Commendation 2022.

- This title is only awarded to individuals who are officials and public employees, or workers (with contracts of one year or more) who have worked for six months or more within the reward assessment year.

- Individuals sent for short-term training and enrichment courses under one year, who complete the course and comply well with the training institution's regulations, shall have their time of study counted as part of their working time at the agency, organization, or unit to be considered for the "Advanced Worker" award. In cases where individuals are sent for training and enrichment of one year or more and comply well with the institution's regulations, achieving at least a good result (for those courses with average, good, excellent ratings), they will be considered for the "Advanced Worker" award.

- Female subjects on maternity leave in accordance with State policies and individuals participating in combat, serving in combat, or performing brave actions to rescue people and protect State and public assets leading to injury requiring treatment and recuperation as concluded by a district-level or equivalent medical facility will have their treatment and recuperation time considered for the "Advanced Worker" award.

- For individuals transferred to a new agency, organization, or unit, the new entity is responsible for assessing and awarding the "Advanced Worker" title. If the individual has worked at the previous agency for six months or more, an evaluation opinion from the previous agency is required.

- In cases where an individual has been dispatched to another agency or unit for a certain period: the entity where they have been assigned implements the assessment for the "Advanced Worker" title. If there is a period of work at the previous agency or unit of six months or more, the receiving entity should seek the opinion of the previous one.
