June 11, 2024, the General Department of Taxation of Vietnam issued Decision 804/QD-TCT on the issuance of the Plan for Digital Transformation of the General Department of Taxation of Vietnam in 2024.

To be specific:, continue to effectively implement the objectives approved in Decision 1484/QD-BTC dated July 27, 2022, regarding the approval of the Plan for Digital Transformation of the Ministry of Finance of Vietnam to 2025 with an orientation to 2030, ensuring: (1) Provide high-quality digital services in taxation to serve society; (2) Optimally operate the General Department of Taxation; (3) Widely mobilize the participation of society; (4) Additional objectives assigned by the Politburo, the Government of Vietnam, or the Ministry of Finance of Vietnam in the subsequent years.

Focus on effectively implementing the digital transformation tasks of the General Department of Taxation, ensuring alignment with 2024, the year “Developing the digital economy with 04 pillars of information technology industry, digitizing economic sectors, digital governance, digital data - Important drivers for rapid and sustainable socio-economic development” according to the conclusion notice of the Prime Minister of the Government of Vietnam.

Tasks of the Plan for Digital Transformation of the General Department of Taxation in 2024 includes:

- Digital awareness

- Digital institution

- Digital infrastructure

- Digital data

- Digital platform

- Digital workforce

- Cyber information security

- Digital Government

- Digital economy and Digital Society

For instance, the digital awareness task is regulated as follows:

- Organize propaganda and dissemination of content, legal policies to raise awareness for tax officials, taxpayers about e-Government, Digital Government, digital transformation; activities of the Steering Committee for Digital Transformation of the General Department of Taxation; in response to National Digital Transformation Day (through various forms such as posting on electronic portals/websites, organizing specialized seminars and conferences to disseminate knowledge and skills about digital transformation, or through various private investment activities).

- Develop special sections/News articles on digital transformation on the electronic portals/websites of the tax authority and promote digital transformation activities of the tax sector on the electronic portals/websites of local government agencies in provinces/cities.

Simultaneously, to implement the above tasks, the following solutions are needed:

- Strengthen communication efforts, enhance awareness, and digital skills, and increase interaction with citizens and businesses.

- Promote scientific research activities, research the application of digital technologies in implementing digital transformation within the Tax sector.

- Develop training programs and plans to foster IT staff, and cybersecurity personnel suitable with the development requirements of the digital transformation endeavor of the sector.
