List of criteria for administrative procedure reform and regulation related to business in 2024 in Vietnam

On January 5, 2025, the Government of Vietnam issued Resolution 02/NQ-CP regarding the tasks and primary solutions to improve the business environment and enhance national competitiveness in 2024. This includes regulations on crteria for administrative procedure reform and regulation related to business in 2024.

List of criteria for administrative procedure reform and regulation related to business in 2024 in Vietnam

The list of criteria for administrative procedure reform and regulation related to business in 2024 is specifically defined in Appendix III issued together with Resolution 02/NQ-CP including:

(1) Reduction and simplification of administrative procedure reform and regulation related to business

- Update business regulation data on the Consultation and Lookup Portal for business regulations.

- Percentage of reduction and simplification of regulations, reduction of compliance costs related to business activities

+ For ministries and agencies at the same level with results of reduction, simplification of regulations, and compliance cost reduction in the period 2020-2023 below 15%

+ For ministries and agencies at the same level with results of reduction, simplification of regulations, and compliance cost reduction in the period 2020-2023 from 15% upwards

- Percentage of draft legal documents with provisions related to business activities being consulted, and opinions sought on the Consultation and Lookup Portal for business regulations.

- Percentage of issues, proposals, reflections, and petitions concerning business regulations processed on the Consultation and Lookup Portal for business regulations.

(2) Enhancing service quality for citizens and businesses in administrative procedures and public services

- Percentage of full-process online public services provided out of the total number of administrative procedures qualified on the National Public Service Portal.

- Percentage of online payments on the National Public Service Portal out of the total number of public service payment transactions.

- Percentage of online dossiers out of the total dossiers received and resolved in administrative procedures.

- Percentage of dossiers digitized and results resolved in administrative procedures.

- Percentage of issuance of electronic administrative procedure resolution results.

- Percentage of electronic copy certification from originals at Commune People's Committees and District Justice Departments.

- Percentage of exploitation and reuse of digitalized information and data.

- Percentage of hospitals ranked 2 and above providing medical fee payments through health insurance on the National Public Service Portal.

- Percentage of administrative procedures announced and publicly disclosed on time.

- Percentage of results processing administrative procedure dossiers of ministries, central authorities, and local authorities fully synchronized on the National Public Service Portal.

- Percentage of processing feedback and petitions on time.

- Satisfaction level in reception and resolution of administrative procedures by citizens and businesses.
