On October 2, 2024, the Prime Minister of the Government of Vietnam issued Decision 1087/QD-TTg regarding the approval of the Scheme for "Enhancing digital transformation in ethnic affairs in Vietnam until 2030".

05 Tasks in the Scheme for "Enhancing digital transformation in ethnic affairs in Vietnam until 2030"

Specifically, the Prime Minister outlined 05 tasks in the Scheme "Enhancing digital transformation in ethnic affairs in Vietnam until 2030", as follows:

(1) Transforming Awareness

- Transforming awareness for leaders, officials, and public employees in state management agencies dealing with ethnic affairs, especially transitioning thinking and working styles from traditional manual methods to working in a digital environment.

- Transforming awareness for ethnic minority communities, especially concerning production and business activities from traditional crafts to production and business based on IT applications and digital transformation.

(2) Developing Digital Infrastructure

- Building, managing, operating, exploiting, and utilizing the Data Center of the Committee for Ethnic Affairs, including server systems, storage, network devices, cloud computing infrastructures, security, information safety by level, fire, and explosion prevention techniques, concentrated lightning protection, and high-speed Internet.

- Developing a deployment roadmap for the Data Center of the Committee for Ethnic Affairs in line with the deployment roadmap of the National Data Center.

(3) Developing Digital Data

- Updating information and data on the Data Repository for Ethnic Work and the Statistical Data Repository of 53 Ethnic Minorities, connecting and sharing information and data with ministries, central authorities, and relevant local authorities.

- Building and updating information and data on ethnic policies and policy implementation results; preserving languages and scripts of Vietnamese ethnic minorities integrated with the Ethnic Dictionary and scripts for ethnic languages; monitoring policy propaganda activities and related content in ethnic affairs.

- Building and updating information and data on history, culture, festivals, customs and traditions, traditional products, and GIS geographical information in ethnic minority areas, integrating multimedia information and data, and other related information and data in ethnic affairs.

(4) Building and Developing Digital Platforms

- Developing the Integration and Data Sharing Platform of the Committee for Ethnic Affairs, connecting with internal information systems, databases, and connecting with the National Integration and Data Sharing Platform.

- Building and developing an electronic library in ethnic affairs capable of exchanging and linking with other information library agencies.

- Upgrading and completing the online training system for officials, public employees, and ethnic minorities.

- Building and developing applications to disseminate ethnic policies and provide information on traffic, natural disaster warnings, rescue, and relief in ethnic minority areas.

- Building IoT Device Management Platform (IoT Platform), Video Management System (VMS), Blockchain Platform, Big Data Platform, and Intelligent Data Analytics Platform (AI Platform); developing a synchronized data management system based on connected, integrated platforms.

(5) Ensuring Information Security and Cybersecurity

- Preparing level dossiers, submitting to competent authorities for approval the information security and cybersecurity levels for information systems and databases in ethnic affairs.

- Conducting live drills to ensure information security and cybersecurity, emergency response for information systems and databases in ethnic affairs.

- Monitoring information security and cybersecurity of information systems in ethnic affairs; connecting and sharing information and data with the National Cybersecurity Monitoring Center.

More details can be found in Decision 1087/QD-TTg, which comes into force in Vietnam from October 2, 2024.
