Recently, the Ministry of Construction has approved the Scheme for "Digital Transformation in the Construction Sector in Vietnam for the period 2024 - 2025, with orientation towards 2030"

On October 11, 2024, the Minister of Construction of Vietnam issued Decision 926/QD-BXD approving the Scheme for "Digital Transformation in the Construction Sector in Vietnam for the period 2024 - 2025, with orientation towards 2030".

Specifically, in the Scheme for "Digital Transformation in the Construction Sector in Vietnam for the period 2024 - 2025, with orientation towards 2030", the Ministry of Construction of Vietnam has outlined the following objectives:

**General Objectives

- Complete the digitalization of the sector by each field, forming a large data set for the Construction sector; effectively utilize sector data for reporting, forecasting, policy making, and strategic development of the Construction industry; management and operational directives based on digital technology and data that is connected and interoperable from central to local levels.

- Gradually modernize the administration, ensure transparency in the administrative procedure resolution process, and enhance the quality of online public service provision in the Construction sector.

**Specific Objectives

(1) Phase 2024 - 2025

- Complete the development of the National Information System and Construction Activity Database, ensuring readiness for operational use from January 1, 2026, according to Decree 111/2024/ND-CP.

- Complete the upgrade of the Housing and Real Estate Market Information System in accordance with Decree 94/2024/ND-CP to connect with the national residential database.

- Complete the development of the Building Information Model (BIM) platform for construction planning management, construction according to planning, and urban technical infrastructure management nationwide.

- Apply geographic information system (GIS) technology to publicly disclose construction planning and urban planning information on the Vietnam Construction Planning and Urban Planning Portal.

- Complete the upgrade of the administrative procedure resolution Information System of the Ministry of Construction of Vietnam; upgrade the national online construction permit service system.

- Develop a centralized digital governance platform for the Construction sector.

(2) Phase from 2026 to 2030

- Perfect institutional framework: Complete, update, supplement, and promulgate legal normative documents to ensure full institutional conditions for implementing digital transformation tasks in the Construction sector.

- Develop digital infrastructure:

+ Ensure technical conditions, infrastructure, equipment, and transmission for deploying IT applications serving the direction and administration of the Ministry of Construction of Vietnam; serve the public and enterprises in administrative procedure resolution.

+ 100% of construction sector information systems and databases implemented from central to local levels to be fully migrated to the cloud computing environment at the National Data Center.

- Develop digital applications and services

+ Applications serving state agency operations

100%  of  administrative  procedures  eligible  for  full  online  public  service  implementation  are  carried  out  through  the  Administrative  Procedure  Resolution  Information  System,  connecting,  integrating,  and  using  shared  data  provided  by  the  National  Public  Service  Portal  and  the  National  Data  Center  to  reduce  paperwork  and  simplify  administrative  procedures. 

100%  of  documents  exchanged  between  the  Ministry,  its  units,  and  state  agencies  are  electronic  and  signed  digitally  with  a  specialized  digital  signature,  except  for  confidential  documents  as  prescribed  by  law.100%  of  dossiers  are  created,  stored,  and  shared  electronically  as  per  regulations...

+ Applications serving the public and businesses

100%  of  eligible  administrative  procedures  for  full  online  public  service  provision  in  the  Construction  field  to  be  fully  resolved  online  for  the  public  and  businesses  through  the  Ministry  of  Construction's  Administrative  Procedures  Resolution  Information  System  and  local  electronic  one-stop  systems.

At  least  80%  of  administrative  procedure  dossiers  to  be  fully  processed  online,  with  the  public  required  to  input  data  only  once.

At  least  90%  of  the  public  and  businesses  satisfied  with  the  resolution  of  administrative  procedures  in  the  Construction  sector.

100%  of  information  and  data  on  approved  construction  planning  and  urban  planning  must  be  publicly  disclosed  on  the  Vietnam  Construction  Planning  and  Urban  Planning  Portal.

- Develop digital data

+ Shape and develop the data architecture for the Construction sector, centering on the national construction activity database to serve comprehensive state management from central to local levels.

+ 100% of national and specialized Construction databases must be standardized to ensure data is "accurate - complete - clean - live", ensuring integration, interoperability, and data sharing capabilities with other information systems, national databases, and specialized databases of related Ministries, sectors, and localities.

+ The Ministry of Construction of Vietnam's Open Data Portal is maintained and smoothly operated to provide open data to agencies, organizations, and individuals for data exploitation as per regulations....

- Develop digital platforms

+ Apply the BIM platform in state management of the construction field: Focus on serving state management tasks in planning management, construction according to planning, and urban technical infrastructure management; connect with the Ministry's and localities' administrative procedure resolution systems to support evaluation, construction permitting, and fully processing administrative procedures.

+ Apply the GIS platform in specialized professional applications of units within the Ministry and local Construction Departments.

+ Inherit the information systems and databases deployed at the Ministry of Construction of Vietnam to build an integration, management, collaboration, and data sharing platform for the Construction sector nationwide, ensuring no data duplication, seamless connectivity, and efficiently leveraging shared data repositories through new technologies (AI, big data...), serving forecasting and industry analysis tasks...

- Information security, cybersecurity: 100% of information systems and databases of the Ministry of Construction of Vietnam and Construction Departments to have level approval dossiers and fully implement approved level-specific information security solutions and plans.

- Training and enhancing digital skills

+ 100% of officials and public employees of the Ministry of Construction of Vietnam and Construction Departments are trained, educated to enhance awareness, disseminate basic digital knowledge, skills on information security, digital transformation, and management skills on digital platforms.

+ 100% of officials and public employees are trained, educated in data analysis, exploitation skills, and using shared digital platforms of the Construction sector.
