Index set for assessing and measuring the maturity level of digital transformation in journalism in Vietnam

On October 24, 2024, the Ministry of Information and Communications of Vietnam issued Decision 1827/QD-BTTTT concerning the set of indicators for evaluating and measuring the maturity level of digital transformation in journalism in Vietnam.

The Index set for assessing and measuring the maturity level of digital transformation in journalism in Vietnam is as follows:

** Structure of the Index set for assessing and measuring the maturity level of digital transformation in journalism in Agencies in Vietnam

The evaluation model measures the digital transformation maturity of journalism agencies, including an index set grouped into 5 pillars of digital transformation in journalism:

(1) Strategy;

(2) Digital infrastructure, digital platforms, and information security;

(3) Consistency in organization and expertise;

(4) Readers, viewers, listeners;

(5) Degree of digital technology application. Each pillar includes component indices, and each component index contains criteria (10 component indices and 43 criteria).

** Levels of Evaluation for Digital Transformation Maturity in Journalism Agencies

The digital transformation maturity level of journalism agencies is determined based on the total achieved points across 5 pillars and is classified as follows:

Level 1: below 50 points - Weak level

Level 2: from 50 to below 60 points - Average level

Level 3: from 60 to below 75 points - Fair level

Level 4: from 75 to below 90 points - Good level

Level 5: 90 points and above - Excellent level

** Scoring Scale and Evaluation Method

The total maximum scoring scale for the index measuring digital transformation maturity in journalism agencies is 100 points, divided among 5 pillars, with the maximum scoring scale as follows:

(1) Strategy: 18 points

(2) Digital infrastructure, digital platforms, and information security: 24 points

(3) Consistency in organization and expertise: 20 points

(4) Readers, viewers, listeners: 23 points

(5) Degree of digital technology application: 15 points

The assessment and measurement of digital transformation maturity in journalism agencies are first conducted based on each criterion, then calculated per component index/pillar. Each pillar/component index has corresponding criteria and maximum points.

Decision 1827/QD-BTTTT is effective in Vietnam from the date of signing.
