System of statistical indicators for the Planning and Investment sector in Vietnam

On October 9, 2023, the Ministry of Planning and Investment has just issued Circular 09/2023/TT-BKHĐT on the system of statistical indicators in the Planning and Investment sector in Vietnam.

System of statistical indicators for the Planning and Investment sector in Vietnam

System of statistical indicators for the Planning and Investment Sector is a collection of statistical indicators reflecting the situation and main operating results of the Planning and Investment sector, serving the direction and administration of the Ministry of Planning and Investment and state agencies; as a basis for assessing and forecasting the situation, planning strategies and policies for socio-economic development belonging to the management field of the sector; and meeting the needs of information exchange and cooperation with organizations and individuals.

The system of statistical indicators in the Planning and Investment sector includes:

(1) The list of statistical indicators for the Planning and Investment sector includes 54 indicators specified in Appendix I issued with Circular 09/2023/TT-BKHĐT, including 7 groups:

- Group 1: Public investment, with 9 statistical indicators, for example:

+ Number of projects and public investment capital belonging to state budget capital.

+ Number of lost and wasteful projects discovered...

- Group 2: Foreign direct investment in Vietnam and Vietnamese direct investment abroad, with 6 statistical indicators, for example:

+ Number of new investment projects, capital adjustment project book, capital contribution transaction book, share purchase, capital contribution purchase, and registered investment capital.

+ Number of foreign-invested enterprises granted investment registration certificates...

- Group 3: Management of official development assistance (ODA) and preferential loans, with 2 statistical indicators, including:

+ Official development assistance capital and preferential loans from foreign donors.

+ The aid is not part of the official development support of foreign agencies, organizations, and individuals for Vietnam.

- Group 04: Bidding management, with 7 statistical indicators, for example:

+ Total number of bidding packages.

+ Total price of the bidding package...

- Group 05: Management of economic zones and industrial parks, with 9 statistical indicators, for example:

+ Number of economic zones that have been established.

+ Area of economic zones...

- Group 06: Enterprise development, business registration, with 13 statistical indicators, for example:

+ Number of newly registered enterprises.

+ Number of dissolved enterprises...

- Group 07: Collective economy, cooperatives, with 8 statistical indicators, for example:

+ Number of cooperatives.

+ Number of members of cooperatives, cooperative unions, cooperative groups...

(2) Content of statistical indicators of the Planning and Investment sector specified in Appendix II issued with Circular 09/2023/TT-BKHĐT; The content of each statistical indicator includes the concept, calculation method, main grouping, publication period, data source, and unit responsible for collecting and synthesizing the indicator.

Circular 09/2023/TT-BKHĐT takes effect on January 1, 2024 and replaces Circular 05/2017/TT-BKHĐT dated November 30, 2017.
