Dossier for issuance of Certificate for driving practice instructors in Vietnam from January 1, 2025

According to Clause 1, Article 12 of Decree 160/2024/ND-CP, the dossier for the issuance of a driving practice instructor certificate in Vietnam from January 1, 2025, will include the following documents:

(i) A request form as prescribed in Appendix IV attached to Decree 160/2024/ND-CP;

(ii) A diploma of professional intermediate or vocational intermediate level or higher (a copy with the original for comparison or a certified copy or an electronically certified copy from the original or an electronic copy from the original register);

(iii) A diploma, certificate of pedagogical profession (a copy with the original for comparison or a certified copy or an electronically certified copy from the original or an electronic copy from the original register);

(iv) 01 color photo sized 3 cm x 4 cm, with blue background, ID card style, taken within no more than 6 months.

In cases where the documents stipulated in (ii) and (iii) have been integrated into an electronic identification account, presentation and inspection can be conducted through the electronic identification account.

Procedures for issuing Certificates for driving practice instructors in Vietnam from January 1, 2025

Clause 2, Article 12 of Decree 160/2024/ND-CP stipulates the procedure for issuance of a certificate for driving practice instructors in Vietnam from January 1, 2025, as follows:

- Individuals who need to be issued a certificate for driving practice instructors for the first time must prepare 01 dossier package according to the regulation and directly send it or through postal services to the driving training institution;

- The driving training institution receives the individual's dossier, ensuring standards for participants in the training as stipulated in Clause 2, Article 10 of Decree 160/2024/ND-CP and organizes training according to the training program for driving practice instructors as regulated in Appendix II attached to Decree 160/2024/ND-CP;

- Within no more than 03 working days from the completion date of the training program, the training institution must draft a document as prescribed in Appendix V attached to Decree 160/2024/ND-CP and the individual's training participation dossier send to the Department of Transport to request a check for the issuance of the certificate in one of the forms: direct submission, postal services, electronic document;

- The Department of Transport receives the list made by the training institution and the individual's dossier; in cases where the dossier is not complete or accurate, within 02 working days, a document must be issued outlining the content and reason requesting the driving training institution to provide complete and accurate supplementation; within no more than 05 working days from the date of receipt of a complete dossier as stipulated, organize an inspection and assessment according to the process regulated in Appendix II attached to Decree 160/2024/ND-CP.

In cases where an individual does not pass the inspection, the Department of Transport must respond in writing to the training institution and the individual, clearly stating the reason for not issuing the driving practice instructor certificate;

- Within no more than 03 working days from the date of achieving the inspection result, the Department of Transport issues the driving practice instructor certificate and delivers it directly to the individual or sends it through postal service, and enters the record according to the form prescribed in Appendix VI attached to Decree 160/2024/ND-CP; in cases where an electronic driving practice instructor certificate is issued, the Department of Transport posts it on the Department's web portal for the individual to print or save on an electronic device.
