On December 18, 2024, the Government of Vietnam issued Decree 161/2024/ND-CP stipulating the List of Dangerous Goods, the transportation of dangerous goods, and the procedures for granting permits and certificates of completion of training programs for drivers or escorts transporting dangerous goods by road.
Organizations and individuals transporting dangerous goods must ensure fire safety and firefighting conditions as prescribed by law during the transportation process. If they fall under one of the following cases, they are exempt from obtaining a Permit for transporting dangerous goods in Vietnam as stipulated in Decree 161/2024/ND-CP:
(1) Transporting hazardous goods that are liquefied natural gas (LNG) and compressed natural gas (CNG) with a total weight of less than 1,080 kilograms;
(2) Transporting hazardous goods that are liquefied petroleum gas (LPG) with a total weight of less than 2,250 kilograms;
(3) Transporting hazardous goods that are liquid fuels with a total volume of less than 1,500 liters;
(4) Transporting hazardous goods that are plant protection chemicals with a total weight of less than 1,000 kilograms;
(5) Transporting hazardous goods related to toxic chemicals remaining in types and categories of dangerous goods under Category 6.
The Permits for transporting dangerous goods from January 1, 2025, will be issued according to the forms prescribed in Appendix VII or Appendix VIII attached to Decree 161/2024/ND-CP and will be valid nationwide.
The duration of the permit is according to the transporter’s proposal but shall not exceed 24 months and not beyond the service life of the means of transportation.
The hazardous goods transportation permit will contain the following details:
- Name, address, and contact phone number of the permit holder; full name and legal representative's title;
- Type, category of dangerous goods;
- Transportation route and schedule (applied in case of issuance per trip);
- Validity period of the permit.
In the case of issuance per each shipment, the transporter of dangerous goods must provide additional information about the vehicle and driver, the escort person (applied in cases where the transportation of hazardous goods requires an escort).
