Procedures for registration and declaration of support tools in Vietnam from January 1, 2025

The regulations regarding the procedures for registration and declaration of support tools in Vietnam from January 1, 2025, are as follows:

(1) Dossier for requesting registration and declaration of support tools, including: A written request specifying the name, address of the agency, organization, or enterprise, reason, quantity, type, country of production, brand, serial number, symbol of the support tool, license number for equipping support tools; a copy of the invoice, warehouse release slip, or document proving legal origin. In the case where the support tool is a service animal, the written request should supplement type, name, fur color, gender, and training facility.

(2) The dossier as stipulated in (1) is submitted on the National Public Service Portal, the Administrative Procedure Settlement Information System of the Ministry of Public Security, or sent via postal service to the competent police authority as specified in Article 4 of Circular 75/2024/TT-BCA; for direct submission of dossiers, the written request should include the full name, personal identification number, or passport number of the contact person.

(3) Within 07 working days from the date of receipt of the complete dossier, the competent police authority shall conduct a practical inspection and issue a notification of registration and declaration of support tools; in case of non-issuance, a written response must be provided, stating the reasons clearly.

(4) If the support tool is lost, damaged beyond usability, expired, or fully utilized, the equipped agency, organization, or enterprise must report to the competent police authority issuing the registration and declaration notification for monitoring, management, or processing according to the regulations.

* Types of Support Tools Licensed for Use or Notification of Registration and Declaration

(i) Support tools licensed for use include: Electroshock weapons, tear gas, poisonous substances, anesthetics, magnetic, laser, nets; line-launching guns; guns shooting plastic, explosive, rubber bullets, tear gas, signaling, command, marking; electric batons, metal batons, electric gloves.

(ii) Types of support tools not covered under the provisions in (i) must be issued a notification of registration and declaration.
