Activities in forestry using state budget funds for the sustainable forestry development program in Vietnam

The activities utilizing operational funds include:

- Protection of special-use forests.

- Support for livelihood development, improvement of the living conditions of people in buffer zones of special-use forests.

- Protection of protection forests.

- Support for the protection of production forests, which are natural forests during the logging ban period.

- Zoning for natural regeneration promotion, zoning for natural regeneration promotion with additional planting.

- Support for the development of sustainable forest management plans and certification of sustainable forest management.

- Support for dispersed tree planting.

- Contracted forest protection.

- Regular activities of the Steering Committee and the Office of the Steering Committee of Program 809.

- Other specialized activities.

Specifically, the protection of special-use forests is stipulated as follows:

(1) Forest subjects:

+ The area of special-use forest assigned to the Special-use Forest Management Board for management;

+ The area of special-use forest assigned to the Protection Forest Management Board, economic organizations for management in areas outside the communes of Area II, Area III according to Decision 861/QD-TTg, Decision 698/QD-TTg;

+ The area of special-use forest assigned to residential communities and other entities as prescribed in Clause 3, Clause 4 Article 8 of the Forestry Law.

(2) Funding level, costs for record preparation, management costs, inspection, acceptance, and protection of special-use forests: Implemented according to the provisions of Clause 2 Article 5 Decree 58/2024/ND-CP.

(3) Expenditure contents, implementation sequence: Implemented according to the provisions of Clause 3, Clause 4 Article 5 Decree 58/2024/ND-CP.

Circular 22/2024/TT-BNNPTNT is effective from December 11, 2024, and replaces Circular 12/2022/TT-BNNPTNT.
