To submit to the Government a Decree detailing the Civil Defense Law in April 2024 in Vietnam

In the content of the Plan for implementing the Civil Defense Law, the Prime Minister requested the Ministry of National Defense to preside over and coordinate with the Ministry of Justice, ministries, ministerial-level agencies, and relevant agencies to develop a Decree detailing a number of articles of the Civil Defense Law and submit it to the Government in April 2024.

In addition, the Prime Minister also requested to review legal documents under the law related to civil defense to propose amendments, supplements, replacements, annulments, and promulgation of new documents in accordance with the Civil Defense Law, specifically:

- At the center:

+ Lead agency: Ministries and ministerial-level agencies organize the review of legal documents they promulgate, jointly promulgate or submit to competent authorities for promulgation, and send review results to the Ministry of National Defense. to synthesize and report to the Prime Minister.

+ Completion time: January 2024.

- Locally:

+ Presiding agency: People's Committees at all levels, special administrative-economic units review and system of documents issued by themselves and jointly promulgated; promulgate documents within its authority; or propose to the Government and the Prime Minister to amend, supplement, and promulgate documents within the authority of the Government and the Prime Minister and send them to the Ministry of National Defense for synthesis.

+ Completion time: January 2024.

Purpose of the Civil Defense Law Implementation Plan in Vietnam

The purpose of the Civil Defense Law Implementation Plan is as follows:

- Determine specific work content, completion schedule, and responsibilities of relevant agencies and organizations in implementing the Civil Defense Law, ensuring timeliness, synchronization, consistency, effectiveness, and efficiency.

- Determine coordination responsibilities between ministries, ministerial-level agencies, Government agencies, and localities in conducting activities to implement the Civil Defense Law nationwide.

- Raise awareness and responsibility at all levels, branches, people, and centrally-run provinces and cities in implementing the Civil Defense Law.
