Regulations on declaration and payment/transfer of collected fees for processing of applications for certificate of biosafety in genetic modification in Vietnam

On February 5, 2024, the Minister of Finance of Vietnam issued Circular 12/2024/TT-BTC on prescribing fees for processing of applications for certificate of biosafety in genetic modification, collection, payment, transfer, management and use thereof.

Fees for processing of applications for certificate of biosafety in genetic modification in Vietnam

This Circular introduces regulations on fees for processing of applications for certificate of biosafety in genetic modification (applications for certificate of biosafety of genetically modified crops), collection, payment, transfer, management and use thereof.

This Circular applies to payers; collectors; other organizations and individuals involving in collection, payment, transfer, management and use of fees for processing of applications for certificate of biosafety of genetically modified crops.

The fee for processing each application for certificate of biosafety of genetically modified crops shall be VND 70.000.000.

Payers are organizations or individuals that submit their applications for certificate of biosafety of genetically modified crops to the competent authorities defined in Article 23 of Decree 69/2010/ND-CP on biosafety for genetically modified organisms, genetic specimens and products of genetically modified organisms in Vietnam.

Declaration and payment/transfer of collected fees for processing of applications for certificate of biosafety in genetic modification in Vietnam

1. Within 05 days from the receipt of a written notice of valid application from the competent authority receiving the application, the payer shall pay the prescribed fee adopting the payment form prescribed in the Circular 74/2022/TT-BTC on forms and deadlines for collection, payment, and declaration of fees and charges under the Ministry of Finance.

2. Each collector shall transfer total amount of fees collected in the previous month to its dedicated account opened at the State Treasury by the 05th each month. Collectors shall declare, collect, transfer and make statements of collected fees in accordance with the provisions of the Circular 74/2022/TT-BTC.

Circular 12/2024/TT-BTC takes effect on March 21, 2024.
