On December 31, 2025, the Ministry of Information and Communications of VIetnam issued Circular 23/2024/TT-BTTTT abolishing legislative documents issued or jointly issued by the Minister of Information and Communications.

Under Circular 23/2024/TT-BTTTT, the Ministry of Information and Communications of Vietnam has decided to annul parts of Circular 30/2011/TT-BTTTT which regulate the conformity certification and announcement for specialized information technology and communication products and goods as follows:

- Clause 1, Article 16 (amended by Clause 3, Article 1 of Circular 10/2020/TT-BTTTT issued by the Minister of Information and Communications, amending and supplementing certain contents of Circular 30/2011/TT-BTTTT);

- Clause 1, Article 17 (amended by Clause 4, Article 1 of Circular 10/2020/TT-BTTTT issued by the Minister of Information and Communications, amending and supplementing certain contents of Circular 30/2011/TT-BTTTT);

- Article 18 (amended by Clause 5, Article 1 of Circular 10/2020/TT-BTTTT issued by the Minister of Information and Communications, amending and supplementing certain contents of Circular 30/2011/TT-BTTTT);

- Article 19, Article 20, Appendix V, and VI;

- Appendix II (amended and supplemented by Clause 9, Article 1 of Circular 10/2020/TT-BTTTT issued by the Minister of Information and Communications, amending and supplementing certain contents of Circular 30/2011/TT-BTTTT);

- Appendix IV (amended and supplemented by Clause 15, Article 1 of Circular 10/2020/TT-BTTTT by the Minister of Information and Communications, amending and supplementing certain contents of Circular 30/2011/TT-BTTTT and Clause 8, Article 1 of Circular 10/2020/TT-BTTTT).
