The following article will provide guidance on organizing the emulation and commendation evaluation for the emulation cluster of the Departments of Education and Training of Vietnam from 2024-2025.

The Ministry of Education and Training of Vietnam issued Official Dispatch 350/BGDDT-TCCB on January 20, 2025, guiding the organization of activities and the evaluation of emulation and commendation for the emulation cluster of Departments of Education and Training starting from the 2024-2025 academic year.
The Ministry of Education and Training of Vietnam provides guidance on organizing activities, evaluating emulation, and commending the emulation cluster of Departments of Education and Training from the 2024-2025 academic year regarding the scoring system and evaluation method as follows:
* Scoring System
The total score is 100 points, divided into:
- Group 1: Program management, including preschool education, primary education, secondary education, and continuous education fields. Total of 30 points.
- Group 2: Assurance conditions, including facilities, planning - finance, teachers and educational management staff, and quality management fields. Total of 20 points.
- Group 3: Advisory work and administrative reform, including office, legal, and information technology fields. Total of 15 points.
- Group 4: Organization of emulation movements, creating a safe educational environment, including emulation, commendation, political education, student affairs, physical education, and inspection work fields. Total of 15 points.
- Group 5: Specific fields, including national defense and security education, international cooperation, and ethnic education fields. Total of 10 points.
- Bonus points: 10 points for outstanding achievements in fulfilling the academic year's tasks.
* Evaluation Method
- Scoring according to the emulation criteria list with four levels:
+ Level 1: Achieving 80 points or more: Fully meets the requirements of the criteria, with clear evidence.
+ Level 2: Achieving 60 to under 80 points: Partially meets the criteria requirements.
+ Level 3: Achieving 50 to under 60 points: Does not effectively meet the criteria requirements.
+ Level 4: Achieving under 50 points: Fails to meet the criteria requirements.
Departments of Education and Training self-evaluate and score according to the emulation criteria of the attached appendix.
For Group 5 (Specific fields): 20 Departments of Education and Training self-score in the fields of national defense and security education and international cooperation (without scoring in ethnic education work). For 43 Departments of Education and Training with ethnic education work, they self-score three fields: national defense and security education, international cooperation, and ethnic education.
- Bonus Points Regulations
Bonus points are awarded to Departments of Education and Training with outstanding, prominent achievements, creativity in their work fields, significant industry-wide impact, or significant advancement compared to the previous academic year.
In addition to the regulated points, Departments of Education and Training, units under the Ministry, self-score or undergo verification scoring with up to 0.5 bonus points (except the emulation and commendation field, which has no bonus points); the preschool education, primary education, secondary education, international cooperation, and ethnic education fields can score up to 1 point.
* Scoring Process
- Departments of Education and Training submit their self-evaluation results on the software, completed before August 31 annually.
- Based on the self-evaluation results on the software from the Departments of Education and Training, units under the Ministry conduct verification scoring (in case a unit merges or terminates activities due to organizational restructuring of the Ministry of Education and Training, the Ministry’s leader will assign one unit to take the lead in verification scoring), and submit the results to the Personnel Department before September 30 annually.
