Chief Justice of the Supreme People's Court issues Circular 04/2024/TT-TANDTC dated December 31, 2024, stipulating the functions, tasks, and powers of the Office and departments under the People's Courts of provinces and centrally-run cities; the assisting apparatus of the People's Courts of districts, urban districts, district-level towns, provincial-cities, and cities under the centrally-run city.
The Provincial People's Court Office performs the following duties and powers:
- Implement administrative tasks, clerical work, and seal management in accordance with the law and the Supreme People's Court regulations;
- Receive and process lawsuits, requests, and accept cases and matters within their jurisdiction;
- Organize adjudication work and citizen reception in accordance with regulations;
- Build plans, work programs, provide statistics, aggregate, and report on the activities of the Provincial People's Court and District People's Courts under its management;
- Monitor and urge units to perform tasks as assigned by the Chief Justice of the Provincial People's Court;
- Implement financial and accounting tasks, ensuring effective management and use of funds in accordance with regulations;
- Manage assets and physical facilities; ensure equipment and working conditions; implement protection, security, safety, fire prevention, firefighting, and medical tasks of the Provincial People's Court;
- Manage and mobilize means to serve the activities of the Provincial People's Court as regulated;
- Implement emulation and commendation work as prescribed;
- Carry out archival operations, exploit professional documents as per regulations;
- Review, search, verify, and provide information on judicial records in accordance with the law on judicial records;
- Organize the implementation of information technology applications; exploit the electronic information portal and database serving the management and operations of the Chief Justice of the Provincial People's Court;
- Proactively monitor information, grasp public opinion, and reflect on the organization and activities of the Provincial People's Court and the District People's Courts under its management;
- Perform other tasks and powers as assigned by the Chief Justice of the Provincial People's Court.
