1. Plan to implement socio-economic development and state budget estimates in 2025 of Ministry of Education and Training of Vietnam  

On January 24, 2025, the Minister of Education and Training of Vietnam promulgated Decision No. 318/QD-BGDDT on the Action Plan of the Ministry of Education and Training of Vietnam for the implementation of Resolution No. 01/NQ-CP on major tasks and solutions to the implementation of the plan for socio-economic development and state budget estimates in 2025.  

Specifically, tasks and solutions concerning the encouragement of the development of new school models, digital schools, and smart schools are as follows: 

- Implementation and pilot implementation of advanced teaching-learning models on digital platforms in the direction of combined teaching (smart classes, interactive study groups, self-learning, and virtual assistants), intensification of information technology application, digital transformation, and effective utilization of artificial intelligence in the management, teaching, and learning, ensuring effectiveness and conformity with the conditions, characteristics, and actual demands of general education and continuing education. 

- Development of repositories of digital and open learning materials for common use across the education sector, including electronic lectures, television lectures, multimedia digital learning materials, electronic textbooks, simulation software, and other learning materials; development of online question banks for all learning subjects in general education and continuing education. 

- Development and application of platforms that provide MOOCs and intensification of the recognition of credits of online courses among higher education establishments.  Research and suggestions on policies on open education resource development, utilization, and use in higher education. 

- Pilot implementation of digital higher education models at specific higher education establishments.

2. Guidelines for registering use of e-invoices for public property sales of Supreme People’s Court of Vietnam

On January 24, 2025, the Supreme People’s Court of Vietnam promulgated Official Dispatch No. 25/TANDTC-KHTC on guidelines for registering the use of e-invoices for public property sales. 

According to the Official Dispatch, to implement Official Dispatch No. 14590/BTC-QLCS dated December 31, 2024 of the Ministry of Finance of Vietnam on guidelines for registering the use of e-invoices for public property sales and destruction of unused paper copies of invoices for public property sales according to Article 95 of Decree No. 151/2017/ND-CP dated December 26, 2017 (amended by Clause 60 Article 1 of Decree No. 114/2024/ND-CP) stipulating that “the time limit for the compulsory transfer to the use of e-invoices for public property sales is from January 1, 2025”.

The Supreme People’s Court of Vietnam requests its estimation units’ Directors to direct their units and units under their management to carry out the following urgently: 

- Units using public property with tax identification codes shall carry out the registration and use of invoices for public property sales on the web portal of the General Department of Taxation of Vietnam at “https://hoadondientu.gdt.gov.vn” according to Decree No. 123/2020/ND-CP on invoices and records.  

- Units without tax identification codes shall contact tax authorities where they are headquartered for tax identification code issuance and carry out the registration and use of invoices for public property sales according to Clause 1 of Official Dispatch No. 25/TANDTC-KHTC dated January 24, 2025. 

- Units shall have specific digital certificates according to current regulations to register the use of e-invoices for public property sales.

3. Vietnam to promulgate plan to implement Law on Fire and Rescue  

On January 25, 2025, the Prime Minister of Vietnam promulgated Decision No. 235/QD-TTg on the plan to implement the Law on Fire and Rescue 2024.  

Specifically, the purposes and requirements of the plan to implement the Law on Fire and Rescue 2024 are as follows: 

* Purposes 

- To determine the work, time limit, completion progress, and responsibilities of relevant agencies and organizations in the implementation to ensure timeliness, synchronicity, consistency, effectiveness, and efficiency. 

- To determine the responsibilities and cooperative mechanisms among ministries, ministerial agencies, governmental agencies, and People’s Committees of provinces and centrally affiliated cities in the implementation of the Law on Fire and Rescue 2024 nationwide. 

- To raise the awareness and responsibilities of authorities at various levels and the people in the implementation of the Law on Fire and Rescue 2024. 

* Requirements 

- Ensure the consistent directive of the Government of Vietnam and the Prime Minister of Vietnam; close, continuous, and effective cooperation among ministries, ministerial agencies, governmental agencies, People’s Committees of provinces and centrally affiliated cities, and relevant organizations and agencies in the implementation of the Law on Fire and Rescue 2024. 

- Ensure that the work content is associated with the responsibilities and roles of agencies and organizations assigned to take charge and cooperate with relevant agencies and organizations in the implementation of the Law on Fire and Rescue 2024. 

- Determine a specific roadmap to ensure that the Law on Fire and Rescue 2024 and documents elaborating the Law on Fire and Rescue 2024 are implemented synchronously and consistently nationwide as of July 1, 2025.  

- Regularly inspect, urge, instruct, and promptly handle difficulties and shortcomings during the implementation of the Law on Fire and Rescue 2024.

4. Vietnam's National Technical Regulation on electrical propulsion systems installed on inland waterway ships

On January 23, 2025, the Minister of Transport of Vietnam promulgated Circular No. 05/2025/TT-BGTVT on the National Technical Regulation on electrical propulsion systems installed on inland waterway ships (QCVN 126:2025/BGTVT).

According to the Circular, QCVN 126:2025/BGTVT applies to organizations and individuals engaging in operations concerning vehicles using electrical propulsion systems within the scope prescribed in 1, including Vietnamese vehicle inspection authorities (hereinafter referred to as “vehicle inspection authorities”), vehicle owners, design units, facilities building, converting, restoring, repairing, and utilizing vehicles, facilities creating supplies, products, and equipment of electronic propulsion systems installed on vehicles, and organizations and individuals importing and exporting vehicles, materials, and equipment of electronic propulsion systems installed on vehicles. 

Circular No. 05/2025/TT-BGTVT comes into force as of August 1, 2025.
