On 12/12/2022, the Government issued Decree 103/2022/ND-CP on educational institutions of State agencies, political organizations, socio-political organizations and armed forces.
According to Vietnam's Decree 103/2022/ND-CP, the organizational structure of a training school affiliated with a state agency must be consistent with the organizational structure of a public non-business unit, in accordance with relevant laws, which include:
- Principals and directors (collectively referred to as "principals"); vice-principals and deputy directors (collectively referred to as "vice-principals");
- The school council and the academy council (collectively referred to as the school council) must follow the provisions of Clause 4 and Article 4 of Vietnam's Decree 103/2022/ND-CP and any other applicable laws.
- Council for Science and Technology;
- Line department; units dedicated to training, mentoring, and scientific research
- Other units and organizations (if any) according to the development needs of the training and fostering school
Currently, according to Vietnam's Decree 125/2011/ND-CP, the organizational structure of training schools under state agencies includes:
- Principals and Vice-Principals (or Directors and Deputy Directors);
- Functional departments, including faculties, specialized subjects, departments, advisory boards, institutes, and centers; institutions serving training and scientific research
Vietnam's Decree 103/2022/ND-CP takes effect on February 1, 2023, and replaces Vietnam's Decree 125/2011/ND-CP.
