According to Regulation 24-QD/TW of 2021, the general criteria for officials introduced by the Vietnam Communist Party for candidacy and appointment to state agencies, the Fatherland Front, and socio-political organizations are as follows:
- Possessing a deep sense of patriotism, dedication to serving the people, steadfast in the goals of national independence and socialism, striving to effectively implement the Communist Party's policies and the laws of the State.
- Being diligent, honest, fair, and impartial. Not engaging in corruption and firmly opposing it. Having a sense of organization and discipline. Being honest, not opportunistic, closely connected with the people, and trusted by them.
- Having an understanding of politics, perspectives, and policies of the Communist Party and the laws of the State; possessing cultural and professional qualifications, enough capacity and health to work effectively, meet assigned tasks.
According to Regulation 24-QD/TW of 2021, the classification in introducing officials for election or appointment to state agencies, the Fatherland Front, and socio-political organizations of the Communist Party is as follows:
* At the Central Level:
- The Central Committee introduces 3 positions: President, Chairman of the National Assembly, Prime Minister of the Government of Vietnam for the National Assembly to elect; provides opinions on personnel such as Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister of the Government of Vietnam, Chief Justice of the Supreme People's Court, Chief Procurator of the Supreme People's Procuracy, Chairman of the Nationalities Council, Secretary General of the National Assembly, Chairpersons of the National Assembly's committees, State Auditor General, and members of the Government of Vietnam.
- The Politburo introduces positions under the management of the Politburo for the Government of Vietnam to propose for election or approval by the National Assembly, the Fatherland Front, and socio-political organizations.
- The Secretariat introduces positions under the management of the Secretariat for the President, Prime Minister of the Government of Vietnam to appoint; the Standing Committee of the National Assembly approves, the Fatherland Front and socio-political organizations elect.
* At the Local Level:
- Provincial party executive committees introduce positions for chairpersons of the People's Council and chairpersons of the People's Committee for the People's Council to elect (or for the competent authority to decide); offer opinions on personnel for vice chairpersons of the People's Council, vice chairpersons of the People's Committee before the party's standing committee decides to introduce for the People's Council to elect (or for the competent authority to decide).
- The party's standing committees at all levels introduce positions under the management of the standing committee for the People's Committees at all levels to consider and appoint; the People's Council, the Fatherland Front, and socio-political organizations elect.
According to Regulation 24-QD/TW of 2021, the principles of officials management by the Communist Party are as follows:
- The Communist Party sets out guidelines, policies, criteria, standards, regulations, and rules regarding cadre work and leads through party committees, party organizations, and party members within state agencies, the Fatherland Front, socio-political organizations, enterprises, public service providers to lead various sectors to implement the Communist Party's decisions on cadres and cadre work.
- The collective party committee, competent party organization democratically discusses and decides by majority on matters of guidelines, policies, assessment, placement, use, appointment, reappointment, rotation, commendation, and discipline of cadres. When the top leader’s opinion differs from the collective party committee, organization, or unit's opinion, it must be reported to the competent authority for decision.
- The top leader of the party committee, organization, agency, unit is responsible for proposing and executing the collective decisions on cadre and cadre work within the assigned field.
- Individuals proposing, appraising, deciding on cadres must bear responsibility for their proposals, appraisals, and decisions.
- Cadres, party members must strictly adhere to resolutions, decisions of the party committee, organization; lower-level party committees must comply with the decisions of the higher-level party committee on cadres and cadre work.
- Each party committee, party organization, head of the agency, unit has direct responsibility to manage cadres (including Central Committee members) working and living in their organization and are accountable to the superior party committee, leaders for cadres under their management.
