On December 31, 2024, the Minister of Information and Communications of Vietnam issued Circular 25/2024/TT-BTTTT stipulating judicial expertise in the field of information and communications.

Standards for appointment and issuance of judicial expert cards in the field of information and communication in Vietnam

The standards for appointment and issuance of cards for judicial experts in the field of information and communication in Vietnam are as follows:

- The standards for appointing judicial experts are implemented in accordance with the regulations in Clause 1, Article 7 of the Law on Judicial Expertise.

- The standard "Holding a university degree or higher" specified in Point b, Clause 1, Article 7 of the Law on Judicial Expertise is having a university degree or higher issued by an educational institution in Vietnam in accordance with the law, or trained by a foreign educational institution and recognized for use in Vietnam, compatible with the expertise proposed for appointment as judicial expert in the fields of journalism, publishing, postal services, telecommunications, information technology, broadcasting, television, electronic information, law, economics, or other training fields.

- The standard “having had actual professional practical activity in the trained field for at least 05 years” specified in Point b, Clause 1, Article 7 of the Law on Judicial Expertise is having professional activities in the trained field for at least 05 years (directly involved in professional work related to the trained field) from the date of recruitment or acceptance of work, compatible with the field of judicial expertise for which the person is appointed.

Vietnamese citizens residing permanently in Vietnam who meet the above standards can be selected as judicial experts for specific cases.

In cases where an individual does not have a university degree but possesses deep expertise and extensive practical experience in the field that requires forensic assessment, they may be selected as judicial experts for specific cases.

Circular 25/2024/TT-BTTTT comes into effect on February 15, 2025.
