Guidelines for the application of the new base salary in the payment of health insurance premiums in Vietnam

Regarding the direct payment rate as prescribed in Article 30 of Decree 146/2018/ND-CP from July 1, 2023, or in case the patient enters the hospital or starts the treatment before July 1, 2023 but is discharged or ends the treatment as of July 1, 2023:

- At Point a, Clause 1, the maximum amount is not more than 0.15 times the base salary: equivalent to a maximum of not more than 270,000 VND.

- At Point b, Clause 1, the maximum amount is not more than 0.5 times the base salary: equivalent to a maximum of 900,000 VND.

- In Clause 2, the maximum amount is not more than 1.0 times the base salary: equivalent to a maximum of not more than 1,800,000 VND.

- In Clause 3, the maximum amount is not more than 2.5 times the base salary: equivalent to a maximum of not more than 4,500,000 VND.

The level of payment for the total cost of medical supplies for one use of technical services

The level of payment for the total cost of medical supplies for one use of technical services must not exceed 45 months' basic salary as prescribed at Point b, Clause 2, Article 3 of Circular 04/2017/TT-BYT dated April 14, 2017 of the Ministry of Health promulgating the list and payment rates and conditions for medical supplies within the scope of benefits of participants of health insurance:

- In case the patient is hospitalized from July 1, 2023: the equivalent does not exceed VND 81,000,000 (Eighty-one million VND).

- In case the patient enters the hospital or starts the treatment before July 1, 2023 but is discharged or ends the treatment from July 1, 2023:

The level of payment for the total cost of medical supplies for a single use of a technical service is determined by the time of termination of the technical service, specifically:

+ Before July 1, 2023: Apply the base salary specified in the Government's Decree 38/2019/ND-CP dated May 9, 2019 stipulating the base salary for cadres, civil servants, public employees, and armed forces, the equivalent of not exceeding VND 67,050,000.

+ From July 1, 2023: Apply the base salary specified in the Government's Decree 24/2023/ND-CP dated May 14, 2023 on the basic salary level for cadres, civil servants, public employees, and armed forces, the equivalent shall not exceed 81,000,000 VND.
