Form and content of electronic cadre, civil servant, and public employee cards in Vietnam

On October 25, 2023, the Ministry of Home Affairs issued Decision 838/QĐ-BNV on Technical regulations for electronic cards of cadres, civil servants and public employees in Vietnam.

The front of the card is printed with a yellow background and a bronze drum pattern with security and anti-counterfeit elements; The back side is printed with a red background, and the National Emblem is yellow, specifically:

(1) Front:

- National emblem, logo: national emblem printed in color according to regulations (mandatory for administrative units) or logo, symbol for other units.

- Name of agency, management unit: Name of the ministerial-level, provincial-level, equivalent agency, or superior agency of the agency, organization, or unit directly using it.

- Name of agency, unit using: name of agency, organization, unit directly employing officials, civil servants, and public employees (work unit).

- Personal information: portrait photo (as prescribed); first and last name; positions, titles, and working positions of cadres, civil servants, and public employees.

- Chip symbol: to distinguish electronic civil servant and public employee cards (chip-embedded cards) from regular civil servant and public employee cards.

- The card numbers of cadres, civil servants, and public employees have the following structure:

[Code of ministry, branch, locality]+"."+[Citizen ID number]+"."+[Type]

+ [Ministry, branch, local code] is specified in Decision 20/2020/QĐ-TTg dated July 22, 2020;

+ [Citizen ID number]: Citizen identification number;

+ [Type], denoted as follows: "CB" - Officer; "CC" - Civil servant; "VC" - Officer; "XA" - Commune-level officials and civil servants; "XA0" - Part-time activities at the commune level; "Contract" - Labor contract, other.

- QR Code (maximum length of QR Code is 130 characters with a size of 12x12 mm) has basic information, separated by characters, including:

+ Card number (random): Maximum length of 4 alphanumeric formats;

+ Full name: Maximum length of 25 characters, Vietnamese format;

+ Date, month, year of birth: Maximum length of 10 characters, format DD/MM/YYYY (day/month/year);

+ Gender: Maximum length of 3 characters, Vietnamese format;

+ Citizen ID number: Maximum length of 12 characters, number format;

+ Code of agency or unit currently working (using unit): Maximum length of 9 characters, alphanumeric format;

+ Management agency name: Maximum length of 30 characters, Vietnamese format;

+ Position, title, job position: Maximum length of 17 characters, Vietnamese format;

+ Link (Url) to check card information and status (active card, locked card, revoked card, expired card,...): Maximum length 20 characters, alphanumeric format.

- Line (double), corresponding to subjects according to administrative hierarchy: 1) Red line: Officials, civil servants, and management officials at Department level, Department level, and equivalent or higher (senior level); 2) Dark blue line: Civil servants and public employees (including commune-level officials and civil servants); 3) Green line: People working part-time at the commune level, labor contracts, and other subjects.

(2) Back:

- Red background, printed with the National Emblem printed in yellow as prescribed.

- Names of ministries, branches, and localities are in yellow.

- Information of payment intermediaries and credit institutions (if any).
