On May 16, 2024, the Minister of Health issued Circular 06/2024/TT-BYT stipulating the ranking of public healthcare providers.

Authority for decision-making on recognizing and ranking public healthcare providers in Vietnam

- Special Category Healthcare Units:

The Ministry of Home Affairs shall decide on recognizing the special category ranking for public healthcare providers based on the proposal of the Ministry of Health.

- Healthcare Units Ranked from Category I Downwards:

Ministries, departments, branches, and People's Committees of provinces and centrally-run cities shall decide the rankings for public healthcare providers under their management authority from Category I downwards and shall report to the Ministry of Home Affairs and the Ministry of Health.

- Other public healthcare providers Without Guidance on Functions, Duties, Powers, and Organizational Structure:

The authority to establish the unit shall consider and decide the unit's ranking according to their jurisdiction.

Groups of Criteria for Ranking public healthcare providers

- Group I Criteria on Position, Function, Duties: 10 points;

- Group II Criteria on Scale and Activity Content: 15 points;

- Group III Criteria on Personnel: 20 points;

- Group IV Criteria on Professional Capabilities: 40 points;

- Group V Criteria on Infrastructure and Equipment: 15 points.

Method for calculating the ranking points of public healthcare providers in Vietnam

- Points are calculated according to specific criteria in the points table issued with the Circular, without using intermediary points, and points are not calculated when data is incomplete;

- Considering the ranking proposal dossiers based on documents, statistical data proving the criteria, and on-site inspections at the unit (using data from the two years preceding the ranking proposal year and the implementation plan documents for the proposal year; in cases of natural disasters or epidemics, data provision will be subject to the decision of the authority recognizing the ranking; scientific research topic criteria data should be taken during the unit’s ranking period).
