New features in the structure of the Government of Vietnam from March 1, 2025

The National Assembly of Vietnam passed Resolution 176/2025/QH15 on February 18, 2025, regarding the organizational structure of the Government of Vietnam for the 15th National Assembly term.

New features in the structure of the Government of Vietnam from March 1, 2025

The organizational structure of the Government of Vietnam for the XV National Assembly term consists of 14 Ministries and 03 ministerial-level agencies:

  1. Ministry of National Defense;

  2. Ministry of Public Security;

  3. Ministry of Foreign Affairs;

  4. Ministry of Home Affairs;

  5. Ministry of Justice;

  6. Ministry of Finance;

  7. Ministry of Industry and Trade;

  8. Ministry of Agriculture and Environment;

  9. Ministry of Construction;

  10. Ministry of Culture, Sports and Tourism;

  11. Ministry of Science and Technology;

  12. Ministry of Education and Training;

  13. Ministry of Health;

  14. Ministry of Ethnic Affairs and Religion;

  15. State Bank of Vietnam;

  16. Government Inspectorate of Vietnam;

  17. Government Office of Vietnam.

Compared to Resolution 08/2021/QH15, the organizational structure of the Government of Vietnam from March 1, 2024, has changed, reducing from 22 ministries and ministerial-level agencies to 17 ministries and ministerial-level agencies.

Resolution 176/2025/QH15 becomes effective upon approval by the National Assembly and replaces Resolution 08/2021/QH15 dated July 23, 2021, of the National Assembly concerning the organizational structure of the Government of Vietnam for the XV National Assembly term.

The Ministries and ministerial-level agencies stipulated in Article 1 of this Resolution officially operate from March 1, 2025.

The Ministries, ministerial-level agencies part of the organizational structure of the Government of Vietnam for the XV National Assembly term according to Resolution 08/2021/QH15 of the National Assembly will continue to operate until February 28, 2025.

Principles of organization and operation of the Government of Vietnam

Adhere to the Constitution and laws, manage society by the Constitution and laws, implement the principles of democratic centralism; ensure gender equality.

Clearly delineate tasks, powers, responsibilities between the Government of Vietnam, the Prime Minister of the Government of Vietnam with Ministers, Heads of ministerial-level agencies, and functions, scopes of management among ministries, ministerial-level agencies; emphasize the personal responsibility of the leaders.

Organize a streamlined, dynamic, efficient, and effective administrative apparatus; ensure the principle that subordinate bodies comply with the leadership, direction, and strictly implement the decisions of superior bodies.

Reasonably decentralize and delegate powers between the Government of Vietnam and local governments, ensuring unified management authority of the Government of Vietnam and fostering proactivity, creativity, and self-responsibility of local governments.

Ensure transparency, modernization of the Government of Vietnam's activities, ministries, ministerial-level agencies, state administrative agencies at all levels; ensure the implementation of a unified, smooth, continuous, democratic, modern administration serving the people, subject to the inspection and supervision of the people.
