Ranking standards for public healthcare providers in Vietnam as of July 1, 2024 are the contents specified in Circular 06/2024/TT-BYT dated May 16, 2024.

On May 16, 2024, the Minister of Health issued Circular 06/2024/TT-BYT on ranking of public healthcare providers in Vietnam.

According to Article 3 of Circular 06/2024/TT-BYT, the ranking standards for public healthcare providers in Vietnam are as follows:

* Groups of ranking standards:

- Standard group I on positions, functions and tasks:  10 points;

- Standard group II on scale and details of activities:  15 points;

- Standard group III on human resources:  20 points;

- Standard group IV on specialized abilities:  40 points;

- Standard group V on infrastructure and equipment:  15 points.

* Specific standards and score levels are specified in the appendices issued with the Circular:

- Appendix 1: Standards for ranking healthcare facilities;

- Appendix 2: Standards for ranking preventive healthcare facilities;

- Appendix 3: Standards for ranking medical centers of districts, towns, provincial cities, and centrally affiliated cities;

- Appendix 4: Standards for ranking institutes; testing and inspection centers, drug, cosmetic and food testing centers in provinces and centrally affiliated cities (hereinafter referred to as provinces);

- Appendix 5: Standards for ranking special-grade healthcare facilities.

* Scores and rankings:

- Special grade:  is a grade I facility with 100 points and meeting the standards of special grade;

- Grade I:  from 90 to 100 points;

- Grade II:  from 70 to under 90 points;

- Grade III:  from 50 to under 70 points;

- Grade IV:  less than 50 points.

* Scoring method:

- Calculate points according to each specific standard in the score table issued with the Circular, do not apply intermediate scores, do not calculate scores when the data is not complete;

- The review of ranking applications is based on documents, statistical data proving the standards and inspection visits to healthcare providers (taking data from the 2 years preceding the year of ranking application and implementation plan documents of the year in which the ranking is applied for; in case of natural disasters or epidemics, the provision of data shall be decided by the authority competent to recognize the ranking; use of data collected during the public healthcare provider’s ranking period to provide that research topic evaluation criteria are met).

* For public healthcare providers with many establishments, the ranking of establishments shall be decided by the competent authority.

- Leadership allowance levels of non-ranked public healthcare providers shall comply with Circular 83/2005/TT-BNV dated August 10, 2005 of the Ministry of Home Affairs on guidelines for advancement between steps and salary allowance benefits for officials and public employees.

More details can be found in Circular 06/2024/TT-BYT which comes into force from from July 1, 2024.
