On 16/05/2024, the Minister of Health issued Circular 06/2024/TT-BYT on ranking of public healthcare providers in Vietnam.

Leadership allowance levels of non-ranked public healthcare providers shall comply with Circular No. 83/2005/TT-BNV dated August 10, 2005 of the Ministry of Home Affairs on guidelines for advancement between steps and salary allowance benefits for officials and public employees.

Note: This Circular applies to the following public healthcare providers:

- Medical examination and treatment facilities (hereinafter referred to as healthcare facilities);

- Preventive healthcare facilities;

- Testing and inspection facilities;

- Medical centers of districts, towns, provincial cities, and centrally affiliated cities.

This Circular does not apply to:

- The following public service providers under the Ministry of Health: National Institute of Forensic Medicine, National Coordination Center for Human Organ Transplantation, Central Health Education and Communication Center, National Centralized Procurement of Medicine, Specialized Project Management Board for Construction and Healthcare Projects; forensic psychiatric facilities;

- Forensic medicine centers;

- Medical assessment centers.

Healthcare facilities affiliated to the Ministry of National Defense, the Ministry of Public Security and private healthcare facilities can apply the ranking standards prescribed in the appendices with this Circular for ranking purpose.

More details can be found in Circular 06/2024/TT-BYT, which comes into force from  July 1, 2024.

The following Circulars cease to be effective from the effective date of Circular 06/2024/TT-BYT:

- Circular 23/2005/TT-BYT on guidelines for ranking of public healthcare providers;

- Circular 07/2006/TT-BYT on guidelines for leadership allowances in non-ranking public healthcare providers;

- Circular 03/2007/TT-BYT amending Clause 3, Section IV of Circular 23/2005/TT-BYT on guidelines for ranking of public healthcare providers.
