At least 90% of employees in Vietnam must participate in compulsory social insurance

Below is a content in Resolution 102/NQ-CP on the assignment of targets for the development of participants in social insurance in Vietnam.

Development targets for participants in Social Insurance (SI) and Unemployment Insurance (UI) of localities in Vietnam must ensure:

- For mandatory SI and UI: The participation rate of employees is 90% of the eligible participants by the end of 2019 and 95% by the end of 2020;

- For voluntary SI: The growth rate of participants the following year compared to the previous year must be at least 30% - 50% compared to the previous year.

To determine the above rates, localities in Vietnam must rely on the following indicators:

- Number of SI participants;

- SI participation rate;

- Growth rate of the number of SI participants.

The principles, targets, criteria, and methods for setting development targets for SI participants are attached in the annex issued with Resolution 102/NQ-CP.
