On November 15, 2024, the Minister of Health of Vietnam issued Decision 3465/QD-BYT approving the “Action Plan for antimicrobial resistance prevention and control in healthcare for the 2024-2025 period" in Vietnam
* General Objective
Slow down the progression of antimicrobial resistance and prevent, control the spread of resistant microorganisms and infectious diseases, while ensuring the availability and continuous supply of antimicrobial agents and their rational use to effectively treat infectious diseases in humans and animals, contributing to the protection, care, and enhancement of human and animal health, environmental protection, and the socio-economic development of the country.
* Specific Objectives and Targets by 2025
(1) Objective 1: Raise awareness at the local government level and improve the understanding of healthcare workers, veterinary staff, and the public about combating antimicrobial resistance.
- Target 1: The rate of provinces and centrally governed cities having an action plan to combat antimicrobial resistance for the period 2023 - 2030 approved by the Provincial People's Committee and allocated a budget for implementation reaches 100%.
- Target 2: The rate of correct understanding about combating antimicrobial resistance in adults and mothers reaches at least 50% and in healthcare workers reaches at least 60%.
(2) Objective 2: Strengthen the antimicrobial resistance surveillance system to promptly warn about the emergence, spread, levels, and trends of antimicrobial resistance in microorganisms.
- Target 1: 50% of hospitals under the Ministry of Health and at least one hospital in each province and city participate; enhance capacity for 03 national reference laboratories for antimicrobial resistance, and implement surveillance of antimicrobial resistance in the community by 2025.
- Target 2: At least 90% of staff participating in the national antimicrobial resistance surveillance system are trained in techniques for culturing, identification, and antibiograms and use, manage antimicrobial resistance surveillance data.
- Target 3: The national antimicrobial resistance surveillance report is published annually from 2023.
(3) Objective 3: Reduce the spread of microorganisms and infectious diseases.
- Target 1: The rate of hospitals establishing targets and implementing plans to control the levels of antimicrobial resistance of common pathogenic bacteria in hospitals; evaluate compliance with best practices for infection prevention and control and biosafety reaches at least 40%.
- Target 2: The rate of hospitals implementing microbiological techniques for diagnosis, treatment, and antimicrobial resistance surveillance: reaches at least 40% of hospitals under Ministries, provincial, city hospitals; reaches at least 15% of district hospitals.
- Target 3: The rate of hospitals implementing active surveillance of healthcare-associated infections and implementing interventions to reduce these infection rates: reaches at least 50% of hospitals under Ministries, provincial, city hospitals, and at least 20% of district hospitals.
(4) Objective 4: Use antimicrobial agents in humans rationally, safely, and responsibly.
- Target 1: The rate of hospitals implementing an antibiotic stewardship program reaches at least 30%.
- Target 2: Establish a national surveillance system for the use and consumption of antimicrobial agents in humans.
