On December 20, 2024, the Inspectorate of the Ministry of Health of Vietnam issued Official Dispatch 1274/TTrB-P1 regarding the implementation of inspection, examination, and supervision work on health in 2025.
In the year 2024, units and localities across the industry actively and proactively cooperated closely with functional sectors and related units in deploying inspection, examination, promptly detecting, preventing, and handling many violations, thus contributing to the good performance of protection, care, and improvement of public health. However, state management and law enforcement in the health sector still face difficulties and limitations, with many violations occurring in various places such as: Violations in medical examination and treatment activities related to unlicensed operations, practitioners without practice licenses, incorrect implementation of professional regulations, advertising of health services contrary to regulations; Violations in the production and business of food, pharmaceuticals, cosmetics; Selling health protection food products containing banned substances, advertising functional foods as disease-curing drugs, etc.; The work of appraising and granting operation licenses to medical facilities, licensing, extending registration for items like drugs, cosmetics, food, medical equipment is slow, with many backlogged files; Internal unit inspection and supervision work is not frequent and lacks proper attention.
To enhance the implementation of legal compliance tasks in the health sector, improve discipline, and ensure strict adherence to legal regulations; the Inspectorate of the Ministry of Health requests units under, subordinate to, and the Department of Health of provinces, cities under Central control, based on assigned functions, tasks, and authorities, as well as actual conditions at the unit, locality, to effectively execute the following contents:
- Continue to strictly and effectively implement the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, Resolutions of the National Assembly, the Government of Vietnam, and the directive, executive documents of the Government of Vietnam, the Ministry of Health, and the People's Committee of the province/city regarding the guidelines and policies of the Communist Party and the State in relation to the health sector.
- Organize and effectively implement inspection, examination plans for 2025, approved by competent authorities. Timely conduct unexpected inspections when signs of violations appear, especially "hot" issues attracting public concern. Initially, focus on inspection work to promptly handle violations in production, import, and business activities of high-consumption items before, during, and after Tet and the festival season of 2025, especially food, pharmaceuticals, and cosmetics, to ensure health and rights of consumers, serving the public for a safe, healthy Tet celebration.
- Strengthen internal self- inspection and oversight in carrying out tasks, public service, enforcement of health-related laws, anti-corruption work; as well as strictly handle officials and public employees lacking responsibility, covering up, or facilitating law violations.
- Coordinate with media agencies to enhance dissemination of legal regulations on health, promptly reporting violations in the health sector to raise awareness and responsibility among officials and public employees and all citizens in detecting and combating violations.
- During inspection, strictly handle violations according to legal regulations. Publicly disclose the list of violating organizations and individuals through mass media. If criminal signs are detected, immediately transfer the files to competent authorities for handling in accordance with the law.
- The Inspectorate of the Ministry of Health of Vietnam requests the Heads of units under, subordinate to, the Ministry of Health, and Directors of the Department of Health of provinces and cities under Central control, to organize and implement the execution and report results to the Inspectorate of the Ministry of Health as per the regulations for summarization, and report to the Ministry's leadership. During the execution, if difficulties or obstacles arise, promptly report to the competent authority for review and resolution coordination.
