On November 15, 2024, the Minister of Health of Vietnam issued Decision 3465/QD-BYT approving the “Action Plan for antimicrobial resistance prevention and control in healthcare for the 2024-2025 period​".

(1) General Objectives

To slow the progression of antimicrobial resistance and prevent, control the spread of resistant microorganisms and infectious diseases, while ensuring the availability, continuity of antimicrobial drugs and the rational use of antimicrobial drugs for effective treatment of infectious diseases in humans and animals, contributing to the protection, care, and improvement of human and animal health, environmental protection, and the socio-economic development of the country.

(2) Specific Objectives and Targets by 2025

- Objective 1: Enhance the awareness of local authorities and the understanding of healthcare workers, veterinary staff, and the public about antimicrobial resistance prevention and control.

+ Target 1: The percentage of provinces, centrally-run cities with approved provincial antimicrobial resistance prevention and control plans for 2023-2030 by the provincial People's Committee and budget allocation for implementation reaches 100%.

+ Target 2: The rate of correct understanding about antimicrobial resistance prevention and control in adults and mothers reaches at least 50%, and among healthcare workers reaches at least 60%.

- Objective 2: Strengthen the antimicrobial resistance surveillance system to promptly warn about the emergence, spread, level, and trend of microorganism antimicrobial resistance.

+ Target 1: 50% of hospitals under the Ministry of Health and at least one hospital in each province, city participate; enhance the capacity for 03 national reference laboratories on antimicrobial resistance and implement microorganism antimicrobial resistance surveillance in the community by 2025.

+ Target 2: At least 90% of personnel participating in the national antimicrobial resistance surveillance system receive professional training in culture techniques, identification, and antibiograms, and in using and managing antimicrobial resistance surveillance data.

+ Target 3: National antimicrobial resistance surveillance reports are published annually from 2023.

- Objective 3: Reduce the spread of microorganisms and infectious diseases.

+ Target 1: The percentage of hospitals establishing objectives and implementing plans to control antimicrobial resistance levels of common pathogenic bacteria in hospitals; assess compliance with best practices for infection prevention and control and biosafety reaches at least 40%.

+ Target 2: The percentage of hospitals performing microbiological techniques for diagnosis, treatment, and antimicrobial resistance surveillance: at least 40% for hospitals under Ministries, provincial, city hospitals; at least 15% for district hospitals.

+ Target 3: The percentage of hospitals implementing proactive surveillance of healthcare-associated infections and interventions to reduce these infection rates: at least 50% for hospitals under Ministries, provincial, city hospitals, at least 20% for district hospitals.

- Objective 4: Use antimicrobial drugs in humans rationally, safely, and responsibly.

+ Target 1: The percentage of hospitals implementing antibiotic stewardship programs reaches at least 30%.

+ Target 2: Establish a national surveillance system for the use and consumption of antibiotics in humans.
