According to the current regulations, what is the fee for issuing a land use rights certificate in Ho Chi Minh City in 2025?

Pursuant to Article 4 of Circular 85/2019/TT-BTC (amended by Clause 2 Article 1 of Circular 106/2021/TT-BTC, and Point d Clause 2 Article 5 of Circular 85/2019/TT-BTC), the principles and basis for determining the fee levels for red book issuance are proposed by the provincial People's Committee and decided by the provincial People's Council according to Clause 1 Article 22 of the Law on Fees and Charges 2015, including:
- The principle of determining the fee level ensures a predetermined fee level that is not intended to cover costs; ensures fairness, transparency, and equality concerning citizens' rights and obligations.
The construction of fee levels must ensure:
- Based on current fee levels (if any) as a basis for proposing fee levels.
Suitable to the specific conditions and situations of the locality where the fee service activities arise. The fee level for online service provisions is suitable to encourage organizations and individuals to use public services through online methods.
- Based on the specific conditions of the locality, the local socio-economic development policies to stipulate suitable fee levels, ensuring the principle: The fee level for households and individuals in districts of cities under the central government, inner-city wards of cities, or district-level towns under the province is higher than that of other areas; the fee level for organizations is higher than that for households and individuals.
Consult the fee levels of adjacent localities or localities with similar socio-economic conditions to ensure harmony between localities.
The regulation on the 2025 land use right certificate issuance fee in Ho Chi Minh City will be implemented according to Resolution 124/2016/NQ-HDND of the Ho Chi Minh City People's Council (Appendix 1C):
