Below is the content of Resolution 178 regarding the organization of the National Assembly's agencies of Vietnam after the recent streamlining of the apparatus which has just been approved.
Resolution 178 on the organization of the agencies of the National Assembly of Vietnam (Internet image)
February 18, 2025, the National Assembly passed Resolution 178/2025/QH15 on the organization of the National Assembly's agencies.
Article 1 of Resolution 178/2025/QH15 stipulates that the agencies of the National Assembly include:
(1) Ethnic Council;
(2) Committee on Legal and Judicial Affairs;
(3) Committee on Economic and Financial Affairs;
(4) Committee on National Defense, Security, and External Relations;
(5) Committee on Cultural and Social Affairs;
(6) Committee on Science, Technology, and Environment;
(7) Committee on Deputies' Affairs;
(8) Committee on Petitions and Oversight.
The Standing Committee of the National Assembly regulates the specific duties, powers, and organizational structure of the above-mentioned agencies, ensuring a clear demarcation of responsibility scopes and covering all the duties and powers of the agencies as per current regulations.
Resolution 178/2025/QH15 becomes effective after being passed by the National Assembly.
(*) Regarding the Committee on Legal Affairs, Committee on Judicial Affairs, Committee on Economic Affairs, Committee on Financial and Budget Affairs, Committee on Culture, Education, Committee on Social Affairs, Committee on National Defense and Security, and Committee on External Relations, they are organized and operate following the provisions of the Law on Organization of the National Assembly 2014, which was amended and supplemented by Law No. 65/2020/QH14, and they will continue operating until the resolution of the Standing Committee of the National Assembly on specific duties, powers, and organizational structure of the Ethnic Council, and the Committees stipulated in Clause 1, Article 1 of Resolution 178/2025/QH15 becomes effective.
The agencies stipulated in Clause 1, Article 1 of Resolution 178/2025/QH15 officially commence operations from the date the resolution of the Standing Committee of the National Assembly on their specific duties, powers, and organizational structure takes effect.
- The agencies stipulated in (*) and other relevant agencies and organizations shall organize the transfer and acceptance of assets, records, documents, and ongoing tasks corresponding to the allocated duties, powers, and fields.
(1) The Standing Committee of the National Assembly is the permanent body of the National Assembly.
(2) The Standing Committee of the National Assembly comprises the Chairperson of the National Assembly, the Vice-Chairpersons of the National Assembly, and the Members of the Standing Committee of the National Assembly, with the Chairperson of the National Assembly serving as Chair and the Vice-Chairpersons of the National Assembly serving as Vice-Chairs. Members of the Standing Committee of the National Assembly are dedicated National Assembly deputies and are not concurrently members of the Government of Vietnam. The number of Vice-Chairpersons of the National Assembly and the number of Members of the Standing Committee of the National Assembly are decided by the National Assembly.
(3) The term of the Standing Committee of the National Assembly begins upon election by the National Assembly and concludes when a new term’s National Assembly elects the Standing Committee.
(4) The Standing Committee of the National Assembly operates under collective principles and decides by majority. An ordinance or resolution of the Standing Committee of the National Assembly is passed when more than half of the total members of the Standing Committee vote in favor.
(5) At the year-end session of the National Assembly, the Standing Committee sends its work report to the National Assembly deputies. At the final session of each National Assembly term, the Standing Committee presents its term work report for the National Assembly’s consideration and discussion.
