How can residents in Vietnam use fireworks without violating the law?

According to Article 17 of Decree 137/2020/ND-CP, agencies, organizations, or individuals with full civil legal capacity are permitted to use fireworks in the following circumstances:

Festivals, Lunar New Year, birthdays, weddings, conferences, inauguration, anniversaries, and in cultural and artistic activities.

Note: When using fireworks, they must be purchased from organizations or enterprises authorized to produce and trade fireworks, specifically those produced by factory Z121 under the Ministry of National Defense.

* Only permitted to use non-explosive fireworks

Fireworks are products crafted, either manually or industrially, that produce sound, light, and color effects in the space upon being impacted by mechanical, thermal, chemical, or electrical stimulation, without causing explosions.

* Use of explosive fireworks or firecrackers is not permitted

Explosive fireworks are products crafted, either manually or industrially, which produce explosions or whistling sounds and color effects in space upon being impacted by mechanical, thermal, chemical, or electrical stimulation;

Fireworks that produce whistling, explosions, and color effects in space are termed as explosive fireworks;

Low-altitude explosive fireworks are fireworks with a diameter not exceeding 90 mm or a shooting range not exceeding 120 meters. High-altitude explosive fireworks are those with a diameter over 90 mm or a shooting range over 120 meters.
