The content stated in Resolution 50/2024/NQ-HDND prescribes additional support policies for cases of leave due to staff downsizing; leave due to redundancy when reorganizing administrative units; early retirement due to not meeting the age criteria for re-election or re-appointment to term positions, titles; early retirement not subject to staff downsizing in the area of Ho Chi Minh City.
Resolution 50/2024/NQ-HDND outlines the subjects, additional support policies for cases of leave due to staff downsizing; leave due to redundancy when reorganizing administrative units; early retirement due to not meeting the age criteria for re-election or reappointment to term positions, titles; early retirement due to unavoidable conditions but not subject to staff downsizing in the agencies, organizations, public service providers of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and political-social organizations from the city to commune level and the superior Party committees subordinate to the Party Committee, and organizations assigned tasks by the Party and the State in Ho Chi Minh City.

Additional support scheme for early retirement according to the provisions of Decree No. 29/2023/ND-CP of the Government of Vietnam
- Additional allowance of 03 months of current salary for each year of early retirement;
- Additional allowance of 05 months of current salary for the first twenty years of service with compulsory social insurance contributions;
- From the twenty-first year onwards, each year of service with compulsory social insurance contributions receives an additional 1/2 month of current salary.
- Additional allowance of 1.5 months of current salary for each year of early retirement in comparison to the retirement age stipulated in Appendix I issued with Decree No. 135/2020/ND-CP of the Government of Vietnam;
- Additional allowance of 05 months of current salary for the first twenty years of service with compulsory social insurance contributions;
- From the twenty-first year onwards, each year of service with compulsory social insurance contributions receives an additional 1/2 month of current salary.
- Additional allowance of 05 months of current salary;
- Additional allowance of 1.5 months of current salary for each year of early retirement in comparison to the retirement age stipulated in Appendix I issued with Decree No. 135/2020/ND-CP of the Government of Vietnam.
Additional support scheme for cases receiving policy of immediate resignation in Vietnam
- Additional allowance of 03 months of current salary for job searching;
- Additional allowance of 1.5 months of current salary for each year of service with compulsory social insurance contributions;
- The current salary for policy implementation is as per the provisions in clause 1, Article 10 of Decree No. 29/2023/ND-CP of the Government of Vietnam.
- Additional allowance of 03 months of current allowance (as stipulated in clause 1, Article 3 of Resolution No. 02/2024/NQ-HDND dated March 14, 2024, by the City People's Council stipulating the titles, quantity, some policies for non-specialized personnel at the local level, in neighborhoods, hamlets; people directly participating in activities in neighborhoods, hamlets, and the funding mechanism for political-social organizations at the local level, activity funding at neighborhoods, hamlets in Ho Chi Minh City) for job searching;
- Additional allowance of 1.5 months of current allowance for each year of service with compulsory social insurance contributions.
Additional support scheme for early retirement due to insufficient age for re-election, re-appointment of positions, titles in the Communist Party of Vietnam, the State, Vietnam Fatherland Front, and Political-Social Organizations at the City, District, Commune Levels in Vietnam
Additional allowance of 03 months of current salary for each year of early retirement;
Additional allowance of 05 months of current salary for the first twenty years of service with compulsory social insurance contributions;
From the twenty-first year onwards, each year of service with compulsory social insurance contributions receives an additional 1/2 month of current salary.
The current salary for policy implementation is the salary level of the position or rank, and includes position allowances, seniority allowances beyond the scale, seniority allowances by profession, salary protection differential, party work allowances (if any) of the month immediately preceding the settlement of early retirement due to insufficient age for re-election, re-appointment.
Additional Support Scheme for Early Retirement (due to force majeure causes, or deteriorating health) or Immediate Resignation in Cases Specified at Point d Clause 2 Article 1 of This Resolution but Not Subject to Staff downsizing
- Additional allowance of 03 months of current salary for each year of early retirement;
- Additional allowance of 05 months of current salary for the first twenty years of service with compulsory social insurance contributions;
- From the twenty-first year onwards, each year of service with compulsory social insurance contributions receives an additional 1/2 month of current salary.
- Additional allowance of 03 months of current salary for job searching;
- Additional allowance of 1.5 months of current salary for each year of service with compulsory social insurance contributions.
