According to the new regulations, from February 13, 2025, Ho Chi Minh City will manage and use villas according to 5 principles.

On February 13, 2025, the People's Committee of Ho Chi Minh City issued Decision 20/2025/QD-UBND promulgating regulations on the management and use of villas within Ho Chi Minh City.

Ho Chi Minh City will manage and use villas according to 5 principles from February 13, 2025

The principles for managing and using villas in Ho Chi Minh City as outlined in Article 3 of the regulations on the management and use of villas within the city, issued together with Decision 20/2025/QD-UBND, are as follows:

- The management, use, maintenance, and renovation of villas must ensure principles as stipulated in Clause 2, Article 123 of the Housing Law 2023.

- The management and use of villas must adhere to legal regulations on planning management, architecture, housing, land, construction, cultural heritage, and other related legal provisions.

- For areas without detailed construction planning, when planning, group one and group two villas must be included in the plan for management; for areas with existing detailed construction planning that includes group one and group two villas, these villas must be added to the plan for management.

- For villas that are public assets, in addition to implementing the regulations on villa management and use within Ho Chi Minh City as issued with Decision 20/2025/QD-UBND, management and use should comply with the legal provisions on public asset management and use; and on the management and use of housing as public assets.

- For official duty villas, besides implementing the regulations on villa management and use within Ho Chi Minh City as issued with Decision 20/2025/QD-UBND, management and use should comply with the relevant legal provisions on official duty housing management.

Regulations on villa management and use in HCMC from February 13, 2025

- Management and use of group one villas

+ The management and use of group one villas must ensure compliance with the principles outlined in Point b, Clause 2, Article 123 of the Housing Law 2023.

+ For villas linked to ranked historical and cultural relics, management and use must comply with cultural heritage laws.

+ The use of villas must ensure alignment with approved planning.

- Management and use of group two villas

+ The management and use of group two villas must ensure compliance with the principles outlined in Point c, Clause 2, Article 123 of the Housing Law 2023.

+ The use of villas must ensure alignment with approved planning.

- Management and use of villas as public assets

+ The management and use of villa assets classified as public assets must adhere to the stipulations in Articles 125, 126, 127 of the Housing Law 2023; Article 68 of Decree 95/2024/ND-CP, and other related legal regulations.

+ Villas classified as public assets must be cataloged, categorized, and managed in accordance with regulations for utilization.

+ There must be regular inspections to promptly detect violations in the management and use of villas as public assets.
