Special policy to support the training and development of officials and public employees of Ho Chi Minh City

The content stated in Resolution 24/2024/NQ-HDND stipulates special policies for supporting the training and fostering of officials and public employees of Ho Chi Minh City.

The content, level of expenditure, and applicable subjects are as follows:

1. Support training costs from the City's budget for individuals authorized by the City to participate in training courses according to the schemes issued or approved by the Standing Committee of the Ho Chi Minh City Party Committee or the People's Committee of Ho Chi Minh City, as follows:

- Officials and public employees according to legal regulations and other entities (excluding those working in state-owned enterprises) are sent for postgraduate training according to the criteria of Scheme No. 01-DA/TU dated February 05, 2021, of the Standing Committee of the Ho Chi Minh City Party Committee on supporting, developing young talents, and future leaders of Ho Chi Minh City during 2020 - 2035.

- Officials and public employees according to legal regulations and other subjects sent for undergraduate and postgraduate training according to the criteria of Scheme No. 04-DA/TU dated May 21, 2021, of the Standing Committee of the Ho Chi Minh City Party Committee on organizing training and fostering knowledge about ethnicity and religion for officials and public employees in the city's political system.

2. Besides the subjects eligible for financial support from the State budget under the regulations of the Government of Vietnam and the Minister of Finance, support financial training for political theory from the City's budget for subjects authorized by the City to attend political theory training according to Communist Party regulations, includes:

- Officials, as defined by law, working in agencies of the Communist Party of Vietnam, State, socio-political organizations at the City level; district, county, and city under the City level (collectively referred to as district level).

- Officials working at wards, communes, and commune-level towns (collectively referred to as commune level).

- Non-specialist actors at the commune level.

- Public employees in public service providers partially covering their own recurrent expenditures and public service providers financially guaranteed by the State budget within the management scope of Ho Chi Minh City.

3. Besides the subjects eligible for financial support from the State budget under the regulations of the Government of Vietnam and the Minister of Finance; support training costs from the City's budget for subjects authorized by the City to attend training classes, programs according to schemes and plans issued or approved by the Standing Committee of the Ho Chi Minh City Party Committee or the People's Committee of Ho Chi Minh City:

- Officials, as defined by law, working in agencies of the Communist Party of Vietnam, socio-political organizations at the City level and district level.

- Officials working at the commune level.

- Public employees in public service providers partially covering their own recurrent expenditures and public service providers financially guaranteed by the State budget within the management scope of Ho Chi Minh City.

4. The content and level of expenditure are stipulated in the Regulation attached to Resolution 24/2024/NQ-HDND.
