Principles of organization and operation of the Government of Vietnam from March 1, 2025

Article 5 of the Law on Organization of the Government of Vietnam 2025 stipulates the principles of organization and operation of the Government of Vietnam as follows:

- Compliance with the Constitution and laws, social management by the Constitution and laws, implementing the principle of democratic centralism; ensuring gender equality.

- Organizing an administrative apparatus for multi-sectoral and multi-field management that is streamlined, efficient, effective, and effective; ensuring the principle of subordinate agencies complying with the leadership, direction, and strict execution of decisions from superior agencies.

- Clearly defining the tasks, powers, and responsibilities between the Government of Vietnam, the Prime Minister of the Government of Vietnam with Ministers, Heads of ministerial-level agencies and the functions, scopes of management among Ministries and ministerial-level agencies; ensuring the principle of collective leadership, individual accountability, and emphasizing the personal responsibility of the head.

- Reasonable decentralization and delegation of power between the Government of Vietnam and local governments, ensuring the unified management authority of the Government of Vietnam and promoting the initiative, creativity, and self-responsibility of local governments.

- Implementing national governance in a modern, effective, and efficient manner; building a unified, smooth, continuous, democratic, rule-of-law, professional, modern, scientific, clean, transparent, disciplined administrative system, creating a favorable environment for the people and businesses; serving the People, subject to the examination and supervision of the People.

- Proactively participating, closely coordinating, and enhancing the control of the Government of Vietnam over the national administration and the exercise of legislative and judicial powers.

Law on Organization of the Government of Vietnam 2015 will cease to be effective from March 1, 2025.
