Principles for determining the scope of basic investigation on renewable energy power resources and new energy power resources in Vietnam

Article 3 of Circular 03/2025/TT-BTNMT regulates the principles for determining the scope of basic investigation on renewable energy electric resources, new energy electricity in Vietnam as follows:

- The basic investigation on renewable energy electric resources and new energy electricity involves activities of collecting, aggregating information, data, surveying, measuring, analyzing, and evaluating the resources stipulated in Article 1 of Circular 03/2025/TT-BTNMT with the aim to provide information and data on the current state, characteristics, and potential evaluation of resources serving the planning for power development and provincial planning.

- The basic investigation on renewable energy electric resources and new energy electricity is conducted across the entire territory of Vietnam. Priority is given to regions and localities with potential and advantages in renewable and new energy; places with electricity supply shortages; and places where the grid system is available to leverage natural advantages, grid infrastructure, shift the power structure towards low carbon, achieve emission reduction targets, and develop a sustainable electrical system.

- The basic investigation on renewable energy electric resources and new energy electricity aims to efficiently exploit power sources, ensure dependable electricity supply; ensure electricity supply security, national energy security; and exploit natural resources in a reasonable and sustainable manner.

- Based on the requirements to ensure electricity supply security, scientific and technological advancements, economic-social development conditions in each period, the competent authority tasked with implementing the basic investigation on renewable energy electric resources and new energy electricity as stipulated in Clause 2, Article 21 of the Electricity Law 2024 shall carry out basic investigation on renewable energy electric resources and new energy electricity within its management scope.
