On February 18, 2025, the National Assembly passed the Law on the Organization of the Government of Vietnam 2025, which officially took effect on March 1, 2025.

The Prime Minister of the Government of Vietnam exercises duties and powers as stipulated by the 2013 Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, and the following duties and powers:

(1) Submit to the National Assembly the approval of the proposal to appoint, dismiss, or relieve the Deputy Prime Ministers of the Government of Vietnam, Ministers, and Heads of ministerial-level agencies; during times when the National Assembly is not in session, submit to the President the decision to temporarily suspend the duties of Deputy Prime Ministers of the Government of Vietnam, Ministers, and Heads of ministerial-level agencies;

(2) Submit to the Standing Committee of the National Assembly the approval of the proposal to appoint or dismiss ambassadors extraordinary and plenipotentiary of the Socialist Republic of Vietnam;

(3) Submit to the President the decision on the following contents:

- Award orders, medals, state awards, state honorary titles; decide on the naturalization, renunciation, re-acquisition, or deprivation of Vietnamese citizenship;

- Confer, promote, demote, or strip general military ranks, commodore, vice admiral, admiral of the navy; appoint, relieve, or dismiss the Chief of the General Staff, Head of the General Political Department of the People's Army of Vietnam;

(4) Lead the operations of the Government of Vietnam; lead, direct the formulation of policies, laws, and organize the implementation of the 2013 Constitution, laws, and perform specific duties and powers as follows:

- Convene and preside over meetings of the Government of Vietnam, decide the work program of the Government of Vietnam, Prime Minister of the Government of Vietnam;

- Lead, direct the drafting of legal documents and strategies, plans, policies, and other projects within the decision-making authority of the Government of Vietnam, Prime Minister of the Government of Vietnam;

- Direct, regulate, coordinate activities among members of the Government of Vietnam; decide on issues when there are differing opinions among Ministers, Heads of ministerial-level agencies;

- Lead, direct the People's Committees, Chairman of the provincial People's Committees to implement laws and programs, plans, strategies of the Government of Vietnam in fields of management on economy, culture, society, education, health, science, technology, environment, information, communication, foreign affairs, and international integration, national defense, national security, social security, safety;

- Lead, direct, inspect, and handle violations in the process of implementing the 2013 Constitution and laws nationwide;

- In necessary cases for national interests, disaster prevention, epidemics, ensure lives and properties of the people, the Prime Minister of the Government of Vietnam decides on urgent measures as regulated by current laws, reports to the competent authority of the Communist Party, National Assembly at the nearest session;

(5) Lead and take responsibility for the operation of the state administrative system from central to local levels:

- Manage and operate the activities of the state administrative system from central to local levels in serving the people, developing economy, culture, society, education, health, science, technology, environment, information, communication, foreign affairs, and international integration, national defense, national security, social order, and safety;

- Lead, direct state management over officials and public employees in state agencies from central to local levels;

- Lead, direct, organize inspections, audits of the performance of duties by officials in the state administrative system;

- Lead, direct management, operation of all physical facilities, finances, and state budget resources to serve the functioning of the state apparatus;

- Lead, direct administrative reform, and reform of civil service policies, officials in the state administrative system from central to local levels;

- Lead, direct, inspect the activities of Ministers, Heads of ministerial-level agencies, local governments, and heads of agencies, units in the state administrative system from central to local levels;

(6) Issue decisions, directives, and guide, inspect the implementation of these documents within the state administrative bodies from central to local levels and decide on certain contents as follows:

- During times when the National Assembly is not in session, decide to authorize the Minister, Head of a ministerial-level agency in case of a vacancy; during periods between sessions of the provincial People's Council, decide to authorize the Chairman of the provincial People's Committee in case of a vacancy;

- Appoint, dismiss, temporarily suspend, relieve, resign Deputy Ministers, equivalent positions in Ministries, ministerial-level agencies; decide on the appointment, dismissal, or relief of the head, deputy head of the agency under the Government of Vietnam and other titles according to the competence of competent authorities;

- Approve the election, dismissal, and decide on the transfer, dismissal of the Chairman, Vice-Chairman of the provincial People's Committee; temporarily suspend the duties of the Chairman of the provincial People's Committee; request the Chairman of the provincial People's Committee to implement the temporary suspension, dismissal according to the competency management of officials for the Vice-Chairman of the provincial People's Committee, Chairman, Vice-Chairman of lower-level People's Committee when failing to complete tasks assigned by competent authority or violating laws;

- Decide on the establishment, restructuring, dissolution of agencies, other organizations under the provincial People's Committee according to laws; decide on the establishment of councils, committees, or panels when necessary to assist the Prime Minister of the Government of Vietnam in researching, directing, coordinating, resolving important inter-sectoral issues.

Responsibilities of the Prime Minister of the Government of Vietnam according to the latest regulations in 2025

According to Article 14 Law on the Organization of the Government of Vietnam 2025, the Prime Minister of the Government of Vietnam is responsible for:

- Being accountable to the National Assembly for the activities of the Government of Vietnam and the state administrative system from central to local levels; for decisions and the results of implementing their decisions within the assigned duties and powers.

- Report on the work of the Government of Vietnam, Prime Minister of the Government of Vietnam to the National Assembly, Standing Committee of the National Assembly, President; explain, answer inquiries of National Assembly deputies, if necessary, authorize Deputy Prime Ministers of the Government of Vietnam to perform.

- Implement policies reporting to the people through mass media on important issues within the jurisdiction of the Government of Vietnam and Prime Minister of the Government of Vietnam.

- On behalf of the Government of Vietnam or authorize a member of the Government of Vietnam to sign documents of the Government of Vietnam.
