Below are the provisions regarding the reorganization of district and commune-level administrative units in Hue City from January 1, 2025.

The Standing Committee of the National Assembly of Vietnam has promulgated Resolution 1314/NQ-UBTVQH15 regarding the reorganization of district- and commune-level administrative units in Hue City for the 2023-2025 period.
The district- and commune-level administrative units in Thua Thien Hue Province will be reorganized to establish districts under central-affiliated Hue City from January 1, 2025, as follows:
* Establishment of districts under Hue City
(1) Reorganize commune-level administrative units under Hue City, Thua Thien Hue Province to lay the foundation for establishing districts under Hue City as follows:
- Establish Long Ho Ward by merging the entire natural area of 46.91 km2 with a population of 5,554 people from Huong Tho Commune and the entire natural area of 33.53 km2 with a population of 10,670 people from Huong Ho Ward. After establishment, Long Ho Ward will have a natural area of 80.44 km2 and a population of 16,224 people.
Long Ho Ward borders Huong An Ward, Huong Long Ward; Thuan Hoa District, district-level town Huong Thuy, and district-level town Huong Tra;
- Establish Thuan An Ward by merging the entire natural area of 9.69 km2 with a population of 6,741 people from Hai Duong Commune and the entire natural area of 16.28 km2 with a population of 24,003 people from Thuan An Ward. After establishment, Thuan An Ward will have a natural area of 25.97 km2 and a population of 30,744 people.
Thuan An Ward borders Duong No Ward, Huong Phong Ward; Quang Dien District, Phu Vang District, and the East Sea;
- Establish Duong No Ward by merging the entire natural area of 5.85 km2 with a population of 12,266 people from Phu Duong Commune, the entire natural area of 7.17 km2 with a population of 10,953 people from Phu Mau Commune, and the entire natural area of 7.61 km2 with a population of 4,766 people from Phu Thanh Commune. After establishment, Duong No Ward will have a natural area of 20.63 km2 and a population of 27,985 people.
Duong No Ward borders Huong Phong Ward, Phu Thuong Ward, Thuan An Ward; Phu Xuan District, and Phu Vang District;
- Establish Thuy Bang Ward on the basis of the entire natural area of 22.78 km2 and a population of 9,153 people from Thuy Bang Commune.
Thuy Bang Ward borders An Tay Ward, Thuy Bieu Ward, Thuy Xuan Ward; Phu Xuan District, and district-level town Huong Thuy;
- Establish Huong Phong Ward on the basis of the entire natural area of 16.68 km2 and a population of 10,574 people from Huong Phong Commune.
Huong Phong Ward borders Duong No Ward, Thuan An Ward; Phu Xuan District, and Quang Dien District.
(2) Establish districts under Hue City
- Establish Phu Xuan District on the basis of a portion of the natural area of 127.05 km2 and a population of 203,142 people of Hue City, Thua Thien Hue Province.
Phu Xuan District consists of 13 wards, including: An Hoa, Dong Ba, Gia Hoi, Huong An, Huong Long, Huong So, Huong Vinh, Kim Long, Long Ho, Phu Hau, Tay Loc, Thuan Hoa, and Thuan Loc.
Phu Xuan District borders Thuan Hoa District, district-level town Huong Thuy, district-level town Huong Tra, and Quang Dien District;
- Establish Thuan Hoa District on the basis of the entire natural area of 139.41 km2 and a population of 297,507 people of Hue City, Thua Thien Hue Province after adjustment as stipulated in this clause.
Thuan Hoa District consists of 19 wards, including: An Cuu, An Dong, An Tay, Duong No, Huong Phong, Phu Hoi, Phu Nhuan, Phu Thuong, Phuong Duc, Phuoc Vinh, Thuan An, Thuy Bang, Thuy Bieu, Thuy Van, Thuy Xuan, Truong An, Vinh Ninh, Vy Da, and Xuan Phu.
Thuan Hoa District borders Phu Xuan District, district-level town Huong Thuy, Quang Dien District, Phu Vang District, and the East Sea.
* Establishment of district-level town Phong Dien under Hue City
Establish district-level town Phong Dien on the basis of the entire natural area of 945.66 km2 and a population of 105,597 people from Phong Dien District.
Phong Dien Town borders district-level town Huong Tra, A Luoi District, Quang Dien District; Quang Tri Province, and the East Sea.
* Reorganization of Nam Dong District, Phu Loc District, and establishment of affiliated commune-level town
- Merge the entire natural area of 647.82 km2 and a population of 26,427 people of Nam Dong District into Phu Loc District. After merging, Phu Loc District will have a natural area of 1,368.23 km2 and a population of 180,606 people.
Phu Loc District borders A Luoi District, Phu Vang District, district-level town Huong Thuy; Da Nang City, Quang Nam Province, and the East Sea.
- Establish commune-level town Loc Son under Phu Loc District on the basis of the entire natural area of 18.99 km2 and a population of 8,593 people from Loc Son Commune.
Loc Son Town borders Loc An Commune, Loc Bon Commune, and Xuan Loc Commune.
After reorganization and establishment of the commune-level town, Phu Loc District will have 27 commune-level administrative units, including 23 communes: Giang Hai, Huong Huu, Huong Loc, Huong Phu, Huong Son, Huong Xuan, Loc An, Loc Binh, Loc Bon, Loc Dien, Loc Hoa, Loc Thuy, Loc Tien, Loc Tri, Loc Vinh, Thuong Long, Thuong Lo, Thuong Nhat, Thuong Quang, Vinh Hien, Vinh Hung, Vinh My, Xuan Loc and 04 commune-level towns: Khe Tre, Lang Co, Loc Son, Phu Loc.
